Worrell <br /> <br />Guests: <br /> <br />Mrs. Jerri Veidt, Tom Buckner, Wray Weddell, jr., <br />Celestino Mendez, jr. <br /> <br />The meeting was called to order by Mayor Allen. <br /> <br />George C. Reed, City Tax Assessor'-Collector, appeared before the <br />Council with two requests. He explained that Mrs. Lucille Miller <br />of California, daughter of the late Daisy McHenry of San Marcos, had <br />been billed in error for delinquent taxes. He asked that Mrs. Miller <br />be refunded $224.67, consisting of taxes, penalty and interest, which <br />she had paid the City of San Marcos on Feb. 23, 1962. Mr. Reed said <br />the City Attorney had, reviewed the case and recommended that the money <br />paid in error be refunded. <br /> <br />1/ <br /> <br />Alderman StokeS made a motion that the duplicate payment be refunded <br />Mrs. Miller. The motion, seconded by Alderman Ruiz, was passed <br />unanimously. <br /> <br />I <br /> <br />The second case brought before the, Council by the Tax Assessor-Collector <br />was a request from Mr. Glenn Norris that penalty snd interest be waived <br />on his delinquent taxes. He claimed that he had not been billed and <br />therefore should not be penalized. Mr. Reed s,aid ownership of the <br />property referred to had not been transferred to Mr. Norris' name on the <br />City'S records. Penalty and interest on the $148 tax bill amounts to <br />$21.46. Alderman stokes expressed the opinion that the Council cannot <br />legally waive penalty and interest on taxes. The Mayor stated the <br />taxpayer is requirednby law to render his property for taxation; Mr. Norris <br />knew he 'owned City property and therefore ,could not be excused penalty <br />and interest for not rendering his property and paying his taxes. <br />Alderman Stokes moved that Mr. Glenn Norris~ request be ,refused. The <br />motion, seconded by Alderman Ruiz, was passed unanimously. <br /> <br />Alderman Younger enquired whether the Council has a definite policy <br />for handling garbage pick~up outside the City Limits. He said he <br />had been approached by a group that wishes to avail itself of the <br />service if offered. A general discussion on the City'S policy ensued, <br />and the City Manager was requested to give a report at the September <br />Council meeting on the number of outside-city-limits customers are <br />being served by the City. <br /> <br />I <br /> <br />Dr. Moore brought up the matter of requiring all City employees to have <br />health cards and an annual physical examination. AldermanStokes <br />suggested that Councilmen give the matter some thought and discuss it <br />further at a future Council meeting. The City Manager offered to run a <br />survey on what other cities are doing in the field. <br /> <br />r,~ Alderman Stokes expressed concern about increasing juvenile vandalism <br />,~~ in San Marcos, particularly in regard to destruction of new stop signs. <br />J He said he would like the Council to take official cognizance of the <br />vandalism, and moved adoption of a Resolution to that effect. Alderman <br />Swift seconded the motion, which passed unanimously. A copy of the <br />Resolution, is attached to these minutes. <br /> <br />, <br /> <br />Celestino Mendez, jr. appeared before the Council and requested that <br />Hays Drive in the Feltner Addition be repaired. He cited the heavy <br />traffic that is now being diverted through the neighborhood due to <br /> <br />~ <br />
