<br />r-~ <br /> <br />Adjourned Meeting August 21, 1962 page 2 <br /> <br />construction of Interstate 35 and expressed the opinion that it <br />would cost very little to improve the condition of the street. <br /> <br />Alderman Swift enquired how work was coming along on the street <br />signs on Lindsay Street. He requested that the City Manager give a <br />comparative report on the Recreation Program at the September meeting. <br /> <br />The City Manager brought a number of items before the Ccuncil for its <br />information and recommendations. He annpunced that the Texas Section I <br />of the Wally Byam Caravan will conduct its Labor Day Unit Meeting in <br />San Marcos City Park from August 31 through September 3. <br /> <br />The City Manager reported that the Dog Ordinance was operating <br />satisfactorily with one exception. He read a letter from Dr. A.J. <br />Tickle, City Veterinarian, in which Dr. Tickle suggested that the <br />Ci ty recognize as, immunized against rabies any animal which had been <br />vaccinated with a "chick embryo," (live virus) type vaccine on or after <br />January 1, 1962. Alderman Swift introduced an amendment to the Ordinance <br />adopted on June 26, 1962 and moved its adoption. The Amendment was read <br />in full. Alderman Stokes seconded the motion for adoption of the Amend- <br />ment to the Ordinance, captioned as follows: <br /> <br />AN" ORDWAN"CE AMENDlfIlG AN ORDII'lANCE REGULATING AND <br />LICENSING THE KEEPING OF DOGS WITHIN THE CTTYLIMITS <br />OF SAN MARCOS, ADOPrEDON THE 26th DAY OF JUNE, A.D., 1962 <br /> <br />Upon roll call the vote was recorded as follows; <br /> <br />AYESs MOORE, RUIZ, STOKES, SWIFT AND YOUNGER <br />!>lAYS: NONE <br /> <br />Whereupon Mayor Allen declared the Amendment duly Adopted. <br /> <br />The City Manager presented a request from Al Churchill for runway I <br />improvements at the Airport. Mr. Churchill has the hangar facilities <br />under lease. There was a general discussion of the facilities at the <br />Airport and the benefit the City derives from the Airport. The City <br />'Manager was instructed to repair the NOrth-South runway. <br /> <br />A request for a water line outside the City Limits brought another <br />discussion on the City's policy on Outside the City Limits Service. <br />Alderman Stokes moved that the City not give service to any property <br />putside the City Limits, except tho,se properties already having a <br />contractual agreement with the City for such service. Alderman Swift <br />seconded the motion, with an amendment to read "all City services." <br />Alderman Stokes accepted the amendment. Upon rollcall, the vote was <br />recorded as follows; <br /> <br />AYES: MOORE, RUIZ, STOKES, SWIFT AND YOUNGER <br />NAYS: NONE <br /> <br />The Mayor declared the motion carried. <br /> <br />This action automatically disposed of the request for swater line <br />outside the City Limits. <br /> <br />Alderman Swift suggested the Council go on record as emphasizing <br />the City will enthusiastically receive requests from any fringe <br />additions to be included within the City Limits. <br /> <br />I <br /> <br />ALDERMAN" SWIFT offered the following Resolutions <br /> <br />"WHEREAS the people of Texas are called upon to vote on ,an Amendment <br />~ to Article II, Section i of the Texas Constitutmon in the coming <br />General Election in November, 1962, and <br /> <br />WHEREAS, it is felt that this Cbnsti tutional Amendnient would seriously <br />hamper and impair municipal government, <br /> <br />l <br />
