<br />~- <br />3~ <br />'- <br /> <br />Adjourned regular meeting September 19, 1962 page 4 <br /> <br />Alderman Stokes introduced an ordinance to receive into the City a <br />portion of Highland Terrace 1, open BIlesc' land, and moved its adoption, <br />The Ordinance is captioned as follows; <br /> <br />AN ORDINANCE RECEIVING CERTAIN TERRTIORY, <br />ADJOINING THE CITY LIMITS OF THE' CITY OF <br />SAN MARCOS, 11\'10 SAID CITY OF SAN MARCOS <br /> <br />The Ordinance was read in full ~nd discussed. Alderman Younger seconded <br />the motion for adoption. Upon roll call the following vote wasrecordeda <br /> <br />AYE' Moore, Ruiz, Stokes, Swift and Younger <br />NAY: None <br /> <br />I <br /> <br />Whereupon Mayor Allen declared the Ordinance PASSED, APPROVED AND ADOPTED, <br />with the effective date of the annexation being Sept. 19, 1962. <br /> <br />The city Manager asked that the Council ratify the Jail Contract with the <br />the Commissioners Court of Hays County, which was signed by Mayor Allen and <br />County Judge Decker on Sept. 15, 1962. Alderman Stokes made a motion that <br />the Council approve the action taken on Sept. 15, 1962. Alderman Younger <br />seconded the motion, which was carried unanimously. <br /> <br />The regular meeting was adjourned to reconvene at 12 noon, Sept. 20, 1962, <br />and the Council went into Executive Session. <br /> <br />EXECUTIVE SESSION <br /> <br />The Mayor outlined the qualifications needed in memhers of the Urban <br />Renewal Agency to be appointed by the Council in an Ordinance required <br />by -the Urban Renewal Law of Texas. Alderman Younger expressed the opinion <br />that a number of people should he carefully considered before appointments <br />were made. All Aldermen agreed, and some eighteen names Were suggested <br />and considered by the members of the Council. <br /> <br />The following :resolution was introduced 'by Councilman Stokes, read in <br />full and considered; <br /> <br />I <br /> <br />\0 <br />,..\\' <br />J \ <br /> <br />"A RESOLUTTON DETERMINING NUMBER OF MEMBERS <br />OF THE URBAN RENEWAL AGENCY; SHOWINGTHE <br />APPOINTMENT OF THE COMMISSIONERS OF IHE URBAN <br />RENEWAL AGENCY AND THEIR RESPEcr!VE TERMS OF <br />OFFICE; AND AUTHORIZING SAID URBAN RENEWAL AGENCY <br />TO PROCEED FORTH AS A PUBLIC BODY CORPORATE AND <br />POLITIC AS PROVIDED BY 'LAW. <br /> <br />WHEREAS, Section 16(b) of the Urban Renewal Law of Texas provides that <br />an Urban Renewal Agency shall consist of not less than five (5) nor more <br />than nine (9)rnembers, and said scetion further provides that-the governing <br />body of the City shall determine the actual number of Commissioners of the <br />Urban Renewal Agency at the time of appointment and the number may not be <br />increased or decreased more than once every two years; and, <br /> <br />WHEREAS, the City Council finds it would be to the public interest, safety, <br />health and general welfare that the actual number of Commissioners of said <br />Urban Renewal Agency -be determined, and that the appointment of said <br />Commissioners he made; <br /> <br />NO'//, THEREFORE,BE IT ,RESOLVED BY 'THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> <br />I <br /> <br />SECTION 1. It is hereby determined that said Urban Renewal Agency shall <br />consist of five (5) members. <br /> <br />SECTION 2. The following commissioners of the Urban Renewal Agency have <br />been appointed by the Mayor of the City of San Marcos with the advice and <br />consent. 6f the City Council of the City of San Marcos, as fonows, <br /> <br />~ <br />
