~- 3~ '- Adjourned regular meeting September 19, 1962 page 4 Alderman Stokes introduced an ordinance to receive into the City a portion of Highland Terrace 1, open BIlesc' land, and moved its adoption, The Ordinance is captioned as follows; AN ORDINANCE RECEIVING CERTAIN TERRTIORY, ADJOINING THE CITY LIMITS OF THE' CITY OF SAN MARCOS, 11\'10 SAID CITY OF SAN MARCOS The Ordinance was read in full ~nd discussed. Alderman Younger seconded the motion for adoption. Upon roll call the following vote wasrecordeda AYE' Moore, Ruiz, Stokes, Swift and Younger NAY: None I Whereupon Mayor Allen declared the Ordinance PASSED, APPROVED AND ADOPTED, with the effective date of the annexation being Sept. 19, 1962. The city Manager asked that the Council ratify the Jail Contract with the the Commissioners Court of Hays County, which was signed by Mayor Allen and County Judge Decker on Sept. 15, 1962. Alderman Stokes made a motion that the Council approve the action taken on Sept. 15, 1962. Alderman Younger seconded the motion, which was carried unanimously. The regular meeting was adjourned to reconvene at 12 noon, Sept. 20, 1962, and the Council went into Executive Session. EXECUTIVE SESSION The Mayor outlined the qualifications needed in memhers of the Urban Renewal Agency to be appointed by the Council in an Ordinance required by -the Urban Renewal Law of Texas. Alderman Younger expressed the opinion that a number of people should he carefully considered before appointments were made. All Aldermen agreed, and some eighteen names Were suggested and considered by the members of the Council. The following :resolution was introduced 'by Councilman Stokes, read in full and considered; I \0 ,..\\' J \ "A RESOLUTTON DETERMINING NUMBER OF MEMBERS OF THE URBAN RENEWAL AGENCY; SHOWINGTHE APPOINTMENT OF THE COMMISSIONERS OF IHE URBAN RENEWAL AGENCY AND THEIR RESPEcr!VE TERMS OF OFFICE; AND AUTHORIZING SAID URBAN RENEWAL AGENCY TO PROCEED FORTH AS A PUBLIC BODY CORPORATE AND POLITIC AS PROVIDED BY 'LAW. WHEREAS, Section 16(b) of the Urban Renewal Law of Texas provides that an Urban Renewal Agency shall consist of not less than five (5) nor more than nine (9)rnembers, and said scetion further provides that-the governing body of the City shall determine the actual number of Commissioners of the Urban Renewal Agency at the time of appointment and the number may not be increased or decreased more than once every two years; and, WHEREAS, the City Council finds it would be to the public interest, safety, health and general welfare that the actual number of Commissioners of said Urban Renewal Agency -be determined, and that the appointment of said Commissioners he made; NO'//, THEREFORE,BE IT ,RESOLVED BY 'THE CITY COUNCIL OF THE CITY OF SAN MARCOS, I SECTION 1. It is hereby determined that said Urban Renewal Agency shall consist of five (5) members. SECTION 2.
