<br />Adjourned regular meeting September 19, 1962 page 3 <br /> <br />~", <br />?21 <br /> <br />I <br /> <br />the City Council found that by a .vote of 703 in favor of adoption and <br />83 against adoption, the majority of the voters of the City of San Marcos <br />voting at said election favored the adoption by the City Council of an <br />Urban Renewal Resolution substantially as set. forth in the body of this <br />Resolution, and also substantially as set forth in said notices of hearing, <br />published in the San Marcos Record as aforepaid and .also substantially as <br />set forth in the form of ballot prescribed in the Special Urban Renewal <br />Election Ordinance wh.ich was passed by the City Council on AU<.lust, 14, 1962; <br />and the. City Council further fill<:\s that all coll<:\itions precedent to passage <br />and adoption of this Resolution have been duly done and performed; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS: <br /> <br />SECTION 1. It is hereby found and determined .that one or more slum or <br />blioghted area,s exists in the City of San Marcos. <br /> <br />SECTION 2. It is hereby further found and determined that the rehabilitation, <br />conservation Or slum clearance and redevelopment or a combination thereof, <br />of. such slum or blighted area or areas., is necessary in the interest of <br />public health, safety, morals or welfare of the residents of said City. <br /> <br />SECTION 3. It is hereby further determined that the City of San Marcos <br />s1)all exercise the powers granted to theCi ty by .the Urban Renewal Law of <br />the State of Texas, except the Urban Renewal Project Powers as defined in <br />said Urban Renewal Law. <br /> <br />I <br /> <br />SECTION 4. It is hereby further determined to be necessary and in the <br />public interest that the City of San Marcos elect, all<:\, accordingly, the <br />City hereby elects to havesatd Urban Renewal Project Powers exercised by <br />the Urban Renewal Agency of the .City of San Marcos, which agency is created <br />by said Urban Renewal Law. <br /> <br />SECTION 5. The find~ngs, determinations and elections herein made are made <br />in accordance with and the various terms used herein are used in the same <br />sense as used or defined in said Urban Renewal Law." <br /> <br />After discussion, Councilman Younger moved the adoption of the Resolution <br />as introduced and read, and Councilman Ruiz seconded the motion. On roll <br />call the following vote was recorded: <br /> <br />AYE: Moore, Ruiz, Stokes, Swift and Younger <br />NAY: None <br /> <br />Thereupon the resolution was declared by the mayor as duly PASSED AND APPROVED. <br /> <br />Alderman Stokes introduced an ordinance to receive into the City a portion <br />of the. 4th Revised Plat of Forest Hill and College Heights Additions <br />(connnonl y referred to as the Light~oot Addition) and moved its adoption. <br />The Ordinance is captioned .asfollows: <br /> <br />AN ORDINANCE RECEIVING CERTAIN TERRITORY, <br />ADJOINING THE CITY LIMITS OF THE CITY OF <br />SAN MARCOS, INTO SAID CITY OF SAN MARCOS <br /> <br />I <br /> <br />The Ordinance was read in full and discussed. The motion of adoption was <br />amended to provide that a letter be attached as "Exhibit A" to the annex- <br />ation ordinance setting forth the conditions under which utilities and <br />ci tyservices . would be provided. The motion .of adoption, as amended, was <br />seconded by Alderman Ruiz. Upon roll call the following vote was recorded: <br /> <br />AYE: Moore, Ruiz, Stokes,. Swift and Younger <br />NAY: None <br /> <br />Whereupon Mayor Allen declared the Ordinance PASSED, APPROVEDANP ADOPTED, <br />with the effective date of annexation being sept. 19, 1962. <br /> <br />~ <br />
