<br />SECTION V The City Planning Commission shall:
<br />
<br />I Make studies and project plans for the improvement of
<br />the City of San Marcos with a view to its development; recommend to the City
<br />Manager matters for development and improvement of city facilities; and, perform
<br />the duties imposed upon the City Planning Commission by the Statutes' of the State
<br />of Texas, and specifically by Chapter 231, Acts of the Regular Session of the 40th I
<br />Legislature, 1927, the same being Article 974A, Vernon's Revised Civil Statutes
<br />of Texas, as it may be amended from time to time.
<br />
<br />2 Make such plans and maps of the whole or any portion
<br />of the City of San Marcos, and the land adjacent to the City Limits or any other
<br />land outside the city limits, which, in the opinion of the City Planning Commission,
<br />bears a direct relation to the proper planning of the city and to make such changes,
<br />additions or extensions to the plans and/or maps as the Commission deems advisable.

<br />3 Confer with and advise private property owners pertain-
<br />ing to location and erection of private structures with the view of havi ng the Same
<br />conform to the overall city plan and to assist the Building Inspector in the perform-
<br />ance of his duties in enforcing regulations regarding the Building Code.
<br />
<br />4 Aid and assist the City Manager in the preparation of
<br />the capital expenditure portion of the City's annual budget, the determination of
<br />sources of Funds and in procuring any financial aid and other assistance for the
<br />City from any State or Federal agency for any of the purposes herein enumerated.
<br />
<br />5 Consult with and assist all municipal departments, and
<br />especially the City Council, in formulating and executing proper plans for munici-
<br />pal development.
<br />6 Plan and recommend the location and development of
<br />alleys, streets, parks, playgrounds, airports, vehicle parking lots, civic buildings
<br />and centers, either public grounds or improvements, sChools, public utilities, bus
<br />terminals, railroad depots or terminals, water, lights, sanitation, sewage disposal,
<br />drainage, flood control, transportation and communications (whether private or
<br />publicallyowned.)

<br />7 Select and recommend to the City Council, through the
<br />City Manager, routes of streets, avenues and boulevards; particularly, to inves-
<br />tigate and recommend the opening, widening or abandonment of streets, alleys,
<br />and boulevards; and, the changing thereof to conform to the City's system,
<br />present and future, all improvements enumerated in this ordinance.
<br />
<br />8 Investigate, consider and report to the Council upon
<br />any new subdivisions and to approve or disapprove all plans, plats, or replats
<br />of additions under their jurisdiction.
<br />
<br />9 Recommend to the City Council, for adoption, rules
<br />and regulations governing plats and subdivisions of land to promote health, safety,
<br />moral and general welfare of the city and the safe, orderly anOC healthful devel-
<br />opment of the city and adjacent area.

<br />10 Recommend plans to the City Council, through the City
<br />Manager for improving, developing, expanding and beautifying the parks, lakes,
