~f)
,\

reg~lar meeting jan. 8, 1963 page two

"We all appreciate the outstanding service rendered by this dedicated
public servant to the citizens of San Marcos and Hays County during
his long tenure in office. Of particular note was his cooperation
with the City of San Marcos in the construction of Interstate 35;
the contract for City-County fire-fighting service; the joint City-
County park project on Canyon Reservoir; the establishment of a
San Marcos-Hays County Health Unit; and the contract for joint City-
County use of the jail.

"As an expression by the City of Judge Decker's many cooperative
and pleasant associations with the City, I would like to respectfully
suggest that the Mayor Pro-Tempore proclaim Feb. 12, 1963 as
'C.M. Decker Day' in San Marcos".

I

Alderman Stokes seconded the motion, with the statement that he thought
a public servant with that long a record should have recognition, and
he thought it would further good relations between the City and the
County. The motion was passed unanimously.

Mr. Coy Deviney appeared before the Council to ask when he could expect
settlement on the property he had sold the City. He reminded the Council
that it had been almost a year since the City had committed itself to
pay for the property. The City Manager referred Mr. Deviney to Item #5,
"City Manager Items", in which he reported that word had been received
from Washington that the City's Open Space Land Program, Tex-OS-l,
should clear Washington by the last of the month, and funds made available
for purchase of the Gilcrease (Deviney) land. The Council requested
Mr. D~viney's indulgence until that date.

. Alderman Moore asked how many new sewer connections had been made
:\ recently as a result of a check by,the Health Department. The
City Manager said 214 new sewer connections in that category had been
made in the past five years. .

Alderman Ruiz asked what deadline had been set for the sewer line in
the Wallace Addition. The City Manager said May to June had been set
as completion date for the Wallace Addition and Holland Street.

I

Under "City Manager Items", the following reports were given and
business transacted:

A tabulation of bids on the radar equipment for the Police Patrol car
was presented the Council. Alderman Ruiz moved that the bid be awarded
to Kar-Trol Signal Co., Inc. for Model 5-5, Electro-Matic, and the City
Manager authorized to purchase the equipment, with meter, at the bid
price of $1057.65. Alderman Stokes seconded the motion,' which passed
unanimously. .

The City Manager reported that the signs to station at public works
projects had been ordered.

Attorney Tom Oliver has been furnished with a copy of the City's
Sub-division Ordinance, with a request for a legal opinion on it.

, The City Manager reported that City workmen had repaired the swrsc
sign on 1-35. The sign is the property of campus organizations,
and the City Manager recommended that the Student Council be notified
of their responsibility to keep it painted.

A proposed Vacant Lot Ordinance was furnished Councilmen for their
comment. Alderman Swift suggested that action on the ordinance be
postponed until the City Attorney had had time to check it. It was
mutually agreed to take this course.

I

Alderman Swift moved the adoption of four Resolutions declaring "surplus"
lands no longer needed by the State Highway Department for construction
of 1-35, nor for City streets. Copies of the Resolutions are attached
hereto ind made a part of these Minutes. Alderman Stokes seconded the
motion, and on roll call, the following vote was recorded:

AYE: Moore, Ruiz, Stokes, Swift
NAY: None

Whereupon, the Mayor Pro-Tem declared the Resolutions passed and approved.

I
l~
