<br />regular meeting jan. 8, 1963 page three <br /> <br />1//1 <br /> <br />The City Manager referred to a letter received from the Chamber of <br />Commerce Manager requesting an extension of time on vacating the <br />quarters in City Hall which they have occupied rent-free for a number v~ <br />of years. Alderman Swift moved that the Chamber of Commerce be given <br />until Feb. 1 to find new quarters. Alderman RUlz' seconded the motion, <br />which passed unanimously. ' <br /> <br />Alderman Stokes introduced an ordinance extending the fire limits of the <br />City, and moved its adoption. Caption of the Ordinance, which was read <br />in full, is as follows: <br /> <br />I <br /> <br />AN ORDINANCE AMENDING AN ORDINANCE ADOPTED ON DECEMBER 4, <br />1951, BY INCORPORATING ADDITIONAL TERRITORY WITHIN THE <br />FIRE LIMITS OF THE CITY OF SAN MARCOS, TEXAS; INCORPQR- ,/' <br />ATING HEREIN BY REFERENCE ALL ORDINANCES AND RESOLillIONS <br />HERETOFORE PROMULGATED BY THE CITY OF SAN MARCOS REGULATING <br />FIRE LIMITS; PROVIDING A SAVINGS CLAUSE; AND, ESTABLISflING <br />AN EFFECT IVE DATE <br /> <br />Alderman Ruiz seconded the motion for adoption, and, on roll call, the <br />following vote was recorded; <br /> <br />AYE: Moore, Ruiz, Stokes, SWift <br />NAY: None <br /> <br />Whereupon, the Mayor Pro-Tern declared the Ordinance passed, approved <br />a nd adopted. <br /> <br />Two reqmests for annexation were received by the Council. In compliance <br />with the law, they must "lie" for five days before action is taken by the <br />Governing Body. An informal discussion on the conditions fof annexation <br />ensued. It was agreed the requests for annexation would be acted on at a <br />subsequent meeting. <br /> <br />I <br /> <br />The City Manager informed the Council that approximately 250 trailers <br />are expected for the Pre-Mexico Rally of the Wally Byam Caravan, Jan. 29- v <br />Feb.4, 1963, at the San Marcos Park. <br /> <br />The City Manager reported that he had talked with Mr. Owens of the <br />State Highway Department about the flooding on the Ford place at the <br />corner of RM 12 and Lindsay Street. The engineer's recommendations <br />would require work by City crews amounting to about $425. The City Manager <br />suggested that the City Attorney be requested to draw an easement and <br />release, protecting the City from any and all future claims for damage <br />as a result of the construction of Ranch Road 12. It was mutually agreed <br />that the City Manager should proceed according to the State Engineer'S <br />recommendation, after obtaining a release from Mr. Ford against any future <br />damage. <br /> <br />The City Manager reported he and the Treasurer had been in consultation <br />with qualified accountants in regard to making an annual audit of the <br />City's accounts which will fit into a planned program of qualifying the <br />clty for a Certificate of Compliance with accepted municipal accounting <br />procedures. Alderman Swift moved that Ernst and Ernst of San Antonio be <br />considered for the audit. Alderman Stokes seconded the motion, which <br />passes unanimously. <br /> <br />I <br /> <br />The City Manager reported that the Local Planning Agency (Urban Renewal ~ <br />Agency) and Planning Commission have assumed their duties and responsibili- <br />ties with intelligence and enthusiasm, and he felt the Council could take <br />justified pride in having appointed citizens willing to give of their time <br />and talent to serve their community in this difficultc task. <br /> <br />The subject of providing transportation for the City Manager was introduced. <br />It was brought out that the recent wrecking of a police car had made it <br />necessary to turn the newly purchased car over to that department, and that <br />when the GNRP gets into operation in the near future, the City Manager will <br />require reliable transportation for the many trips connected with that project. <br />Alderman Stokes moved that the City Manager be authorized to purchase his own <br />vehicle, with the City giving him a monthly car allowance of $150. The motion <br />included a provision that the City Manager would make all trips within a radius <br />of 50 miles at his own expense; outside that radius, he would receive 54 per mile. <br />In the discussion that followed, Mr. Stokes stated he felt it would be cheaper <br /> <br />for the City to have the City Manager furnish his own tra~sportation.
