Six of the seven property owners on Schulle Drive have sent in <br />right-of-way checks. <br />2. The requested traffic survey has been completed and is being <br />tabulated. <br />3. A school on "Arrest, Search and Evidence" is being conducted for <br />San Marcos Police Officers by A & M Police School. <br />4. The radar equipment has been ordered. <br />5. The new traffic light on Guadalupe at Comal Street should be installed <br />within two weeks. <br /> <br />I <br /> <br />A letter from Ernst & Ernst setting forth the firm's plan for auditing <br />the City's books was presented to the Council for its consideration. <br />The letter, attached hereto and made a part of the Minutes, was read, <br />and the matter discussed. Alderman Swift moved that the Council approve <br />the proposal as set forth in the letter. Alderman Ruiz seconded the <br />motion, which carried unanimously. <br /> <br />Alderman Swift moved that the City Manager be authorized to go forward <br />with the improvements on Schulle Drive, as agreed previously with the <br />property owners. Alderman Stokes seconded the motion, which carried <br />unanimousl y. <br /> <br />Alderman Stokes moved that the Council direct the City Manager to have <br />the Street Department change the angle of parking in front of Scrutchin <br />Motor Company on West Hopkins Street, to conform with other parking spaces. <br />Alderman Swift seconded the motion, which passed unanimously. <br /> <br />Alderman Stokes moved that each time. a City vehicle is taken more than <br />a half-mile outside the City Limits, the operator be required to make a <br />written report to the department head; that the report be forwarded to <br />the City Manager and then filed for inspection of any person who shall <br />wish to see it. Alderman Swift made two amendments: that any employee <br />who is guilty of infraction of this regulation be subject to discplinary I <br />action, and that the City Manager issue a memo to all City employees <br />informing them of the new regUlation. Mr. Stokes having accepted the <br />amendments to his motion, Mr. Swift seconded the amended motion, which <br />carried unanimously. <br /> <br />Alderman Ruiz called to the attention of the Council that by permitting <br />cars to turn right on a red light, the City is condoning the breaking of <br />a State law. The City Manager said they were gradually removing the <br />signs in question. <br /> <br />Alderman Stokes proposed to the Council that they go on record as <br />requesting the State Highway Department to extend Highway 80 through <br />San Marcos to connect with Hanch Road 12. "r think we should pursue <br />this vigorously", Mr. Stokes said. By mutual consent, the Council <br />instructed the City Manager to approach the State Highway Department <br />about this project. <br /> <br />Alderman Stokes moved the adoption of a Resolution releasing a parcel of <br />land abutting property owned by Gulf Oil Corporation declared surplus by <br />the State Highway Department. The Resolution, with Annex "A" attached <br />hereto as a part of these Minutes. was read in full. Alderman Swift <br />seconded the motion, which passed unanimously. <br />Whereupon, the Mayor Pro-Tem declared the Resolution with attachment <br />passed and approved. <br /> <br />Alderman Swift introduced a Supplemental Resolution pursuant to the <br />requirements of LPA Letter No. 258. Equal Opportunity in Housing, <br />and moved its adoption. The Resolution was read in full. Alderman <br />Stokes seconded the m~tion. On roll call, the following vote was recorded; <br /> <br />I <br /> <br />AYE' Moore, Ruiz.
