adjourned regular meeting jan. 15, 1963 page three

127'"

The City Manager informed the Council that the insurance company
had paid off the claim on the 1961 Dodge which was wrecked. The
estimated cost of repairing the vehicle is $564.64, and it was
recommended that the vehicle be repaired and given to the Police
Department as a spare unit. It was agreed by mutual consent to
follow the recommendation.

I

Alderman Swift moved that the Council authorize automobile expense
in the am$unt of $150 per month for the City Manager, with additional
expense of o~ per mile when he travels more than 50 miles from San Marcos.
The City Manager will furnish his own car, and equip it with a radio at
his own expense. Alderman Ruiz seconded the motion, and, on roll call,
the following vote was recorded:

AYE: Moore, Huh, Stokes, Swift
NAY: None

Whereupon, the Mayor Pro-Tem declared the motion passed.

Alderman Ruiz introduced a matter for consideration of the Council.
He said there were only about three more meetings in his term of
office; that he had voted for and against many measures, and he had
regrets about only one action - "only one that has stuck in my mind that
I'm sorry about". Mr. Ruiz then read a Resolution on loyalty of employees,
found in Vol. 24, page 63, passed on July II, 1961. He said: "I can say
anything I want to against the governmeNt, or against the state - why
should I not be able to criticize the City? I want to finish my term
with a clean conscience, a clean heart, and. I move that we rescind that
Resolution". The Mayor Pro-Tem observed that the new Personnel Policy
being prepared by the City Manager would probably cover adequately the
subject of employee loyalty. Alderman Moore said the Resolution had
served its purpose. It was brougheout that three members of the present
Council were not in office ~en the Resolution was passed. Alderman Swift
seconded the motion, which~arried unanimously.

I

The City Manager said if the Council wishes to go ahead with plans for
codification, the cost could be included in next year's budget. Alderman
Swift asked if the cost of codification could be budgeted over two fiscal
years. The City Manager agreed it could. The City Manager informed the
Council that the codification firm would require that the City furnish
them with copies of all ordinances. He said Civil Defense would pay half
the cost of micro-filming permanent records of the City. He promised a
report on codification for the Feb. 12 meeting.

The meeting was adjourned at 8:32 p.m.,

Jan. 10, 1963.

~' "
,,/\u\,~ ,,\f..- .
J;I!.
