Younger, jr.

I

Aldermen: Wm. L. Moore, M.D.
Ruben Ruiz
H. Garland Stokes
Lee Swift

City Manager
City Secretary

B. R. Worrell

Guests:

Mrs. Jerri Veidt

Mayor Pro-Tern Younger called the meeting to order at 7 o'cloa~ p.m.

City Manager Items, prepared for consideration of the Council, were
introduced as follows:

The Council refused by mutual consent, with regret, a request from
Mr. Modisett of Eagle Rock Ranch to rent City dredging equipment.

I

The City Manager informed the Council that Mr. Ed Bluestein, Engineer
of District 14 of the Texas Highway Department, had returned the City's
copy of the Illumination Contract for 1-35 through the City of San Marcos.
It has been approved by the Highway Department and by the Bureau of
Public Roads. Mr. Bluestein advises that the illumtnation will be placed
under contract as rapidly as possible.

The City Manager reported that Mr. Travis Long, Expressway Engineer for
District 14, had discussed with him the possibility of extending the
south City Limits to include the exit ramps. Mr. Fuller explained that
when the City Council accepted and incorporated into the City Limits the
right-of-way af 1-35 from the 1& G N Spur to the north, the field notes
furnished by the Highway Department included only the portion the Interstate
included in ~he Project contract. Since that time, there have been some
ramps installed north of the area included(near Mulvihill's Cafe). The
Highway Department would like for the Council to consider amending the
annexation ordinance to include the ramps on the north and south city limit,
in order that they may be programmed in the over-all illumination sysyem
of I-35 through San Marcos. A discussion ensued on the subject of extending
the City Limits both north and south. The City Manager presented several
aspects of the cost involved in extending the City Limits, such as an
additional three-mile area for police patrol and responsibility. Mayor
Pro-Tern Younger spoke in favor of extending the City Limits south to
the Airport and north to the Blanco River, "whether we get lights or not".
By common consent, it was agreed that the City Manager negotiate with the
Highway Department on this matter.

I

The City Manager announced receipt of an invitation to the Council from
the City of Luling to attend the Open House of their new Municipal Building
on February 24th. The Mayor Pro-Tern said he would probably attend, and
suggested Mr. Fuller write them, saying some of the Council members planned
to attend.

The City Manager advised the Council that completion of the acquisition
of the Coy DeViney property (TEX 05-1) would require temporary financing.
He recommended that the Council issue warrants in the amount of $30,000,
callable on any interest anniversary date. Mr. Fuller explained that on
approval of the project and the City's plan for the development of the
property, the Government will pay its pro rata share of the cost, estimated
to be $12,000. This would enable the City to reduce the outstanding
warrants to $18,000. He recommended that the warrants be paid off as
rapidly as possible, possibly making payments of $3,000 each six months.

Hf:f~
