The City Manager recommended that they be distributed <br />equally between the state Bank and Trust Co. and the First National <br />Bank of San Marcos. Alderman Swift introduced an Ordinance and moved <br />its adoption. Caption of said Ordinance, which is made a part of <br />these Minutes, is as followsl <br /> <br />AN ORDINANCE PROVIDING FOR ISSUING CITY OF SAN MARCOS <br />GENERAL FUND EXPENSE WARRANTS Nor TO EXCEED THE AMOUNT <br />OF $30,000 FOR THE PURPOSE OF FINANCING THE PURCHASE <br />OF PROPERrY INCLUDED IN OPEN-SPACE PROJECr TEX OS-I; <br />AND, PROVIDING FOR THE PAYMENT OF THE PRINCIPAL AND <br />INTEREST OF SAID WARRANTS. <br /> <br />I <br /> <br />The Ordinance was read in full. Alderman Ruiz seconded the motion <br />of adoption, and on roll call, the following vote was recorded: <br /> <br />AYE: Moore, Ruiz, Stokes, Swift <br />NAY I None <br /> <br />Whereupon, the Mayor Pro-Tem declared the Ordinance Passed, Approved <br />and adopted. <br /> <br />In a requested report on Codification, the City Manager made the <br />fOllowing recommendations to the Council: <br /> <br />(a) That the minute books of the Council Meetings be micro-filmed. <br /> <br />(b) A micro-film duplicator be purchased for. joint use in <br />reproducing birth and death certificates (which will also <br />be micro-filmed). This will enable the ordinances of the <br />City to be reproduced from the micro-film negative and <br />grouped according to subject matter. As the Council will <br />recall, one of the requirements of the companies bidding <br />on the work was that the City would furnish them a copy I <br />of all ordinances presently on the books. <br /> <br />(c) A copy of one of the latest codes recodified in Texas <br />be purchased and used as a check for assembling the <br />necessary ordinances of the City of San Marcos. <br />Ordinances could be checked against this to see that <br />they conform. <br /> <br />(d) State Motor Vehicle Regulations, Health regUlations <br />and other requirements under State law be checked to <br />see that they are included in the manuscript compiled, <br />from existing ordinances. <br /> <br />(e) A rough draft of the code be made by City personnel <br />and submitted to the Hays County Bar Association <br />for their comments. <br /> <br />(f) Publication costs be established on a competetive bid basis. <br /> <br />(g) Standard binders be purchased to enable the City to <br />replace any ordinances amended, or any additional <br />ordinances adopted, or any ordinances repealed. <br /> <br />(h) This procedure could be accomplished by our present <br />staff during the 1963-64 fiscal year. <br /> <br />I <br /> <br />(i) That this be compared with the costs of existing prices <br />for recodification. <br /> <br />An exhaustive discussion ensued on Codification methods, procedure <br />and cost. Alderman Stokes offered a suggestion that it might be <br />better to repeal all existing City ordinances and start allover, <br />using model ordinances for present needs. Mayor Pro-Tem Younger <br />spoke in favor of the idea.
