<br />r(/ <br />I <br />I <br /> <br />regular meeting March 12 page two <br /> <br />said he felt one point should be clarified: the ad valorem tax on <br />autos is a valid tax under the statutes and the Council has no <br />right to change it. The question was called for, and on roll call, <br />the following vote was recorded: <br /> <br />AYE: <br />NAYa <br />ABSTAINnlGa <br /> <br />Ruiz, Stokes, 9dift <br />None <br />Moore <br /> <br />Whereupon, the Mayor Pro-Tern declared the motion carried. <br /> <br />The City Manager presented seven bids on purchase of a car for the I <br />Fire Chief. Each Councilman was given a bid form to make notations <br />as the bids were opened. A copy of the bid form is attached herewith <br />as a part of the Minutes. Alderman Swift moved that the City Manager <br />be authorized to purchase a Ford Galaxy 300 from Jack Hughes Motor Co. <br />Alderman Huiz seconded the motion. On roll call, the following vote <br />was recorded; <br /> <br />AYE: Moore, Ruiz, Stokes, 9.vift <br />NAY a None <br /> <br />Whereupon, the Mayor Pro~Tem declared the motion carried. <br /> <br />Alderman Swift excused himself at 8100 p.m. in order to attend a <br />meeting of the Boy Scout Council. <br /> <br />W.H. Hamilton, jr., C.E. "Rusty" O'Bryant and Al Stehling appeared <br />before the Council with a copy of Austin's Heating, Airconditioning <br />and Refrigeration Ordinance. Mr. Hamilton, acting as spokesman for <br />the three, said they understood the Planning Commission would recom- <br />mend a Zoning Ordinance for the City of San Marcos, and they request- <br />ed that an ordinance of this type be included in the Building Code. <br />They also recommended that the Council set the license fee for local <br />electricians at $75, with $10 renewal fee; and that the license for <br />out-of-town electrical firms be set at $150. Councilmen discussed I <br />the matter with the electricians, and, by mutual consent, agreed <br />to refer the Austin Ordinance to the Planning Commi~sion for its <br />consideration. The City Manager enquired if the electricians had <br />seen the referenced section in the 1963 ~vised National Building <br />Code. He suggested the new edition might satisfactorily cover the <br />desired restrictions and requirements found in the Austin Ordinance. <br /> <br />Alderman Huiz enquired whether someone had been appointed to succeed <br />Mr. Frank Taylor as Election Judge of Precinct 11 following his filing <br />as a candidate for Mayor in the April 2 Regular City Election. The <br />City Secretary reported that, after consultation with the Mayor Pro-Tem, <br />Mrs. Henry Bales had been appointed as Presiding JUdge of Precinct 11. <br />Miss Lola Petty will act as Assistant Judge and Miss Rosa Nitsche, as <br />Clerk. <br /> <br />Alderman Moore brought up the procurement of sirens for the use of <br />assistant fire chiefs on their private cars. The City Manager said <br />there was a question of the legality of putting a siren on private <br />vehicles. The City Manager was requested to ask the City Attorney to <br />check the legality of the matter, and to ascertain the cost of sirens <br />for the two cars. <br /> <br />Alderman Stokes moved that the annexation petition from the State <br />Highway Department be approved and ordinances prepared. Alderman I <br />Huiz seconded the motion, which carried unanimously. The City Manager <br />stated the annexation petition must lie for a minimum of five days, <br />and ordinances could be passed at a subsequent meeting. <br /> <br />Under "Item 4", the City Manager gave the Council the following <br />background information for a matter to come before the meeting; <br /> <br />"The Council is aware that Mr. R.L.. Bunting installed the water <br />lines in the Fairlawn Addition, a subdivision outsmde the City <br />Limits. It was the practice of the subdivider to charge each person <br />$100 to tie on to the water lines he had installed. This practice <br />resulted in confusion as to who owned the lines, as the City was <br />charging the usual $35 tap charge.
