I

I

l

April 8, 1963

City Council
San Marcos, Te~as

Gentlemen:

It was determined the only ordinance of general application
fi~ing a maximum speed limit on city streets is a 1925 ordinance
setting the ma~imum permissable speed at 20 m.p.h. Apparently
such ordinance is still effective. No one has been able to find
any later ordinance of general application; however, there are a
number relating to special streets and areas.

Since the general state statutes fix the ma~imum speed in
incorporated cities at 30 m.p.h. e~cept where otherwise regulated
by local ordinance, and since the public, so far as discoverable,
seems to be under the impression our speed limit is 30 m.p.h. e~-
cept where otherwise disignated. I feel that it is advisable to
bring this matter to the Councils attention for any action the
Council may wish to take.

For reasons too numerous too attempt to set out in detail, I
would respectfullY request the Council to consider the advisability
of drawing up and enacting a comprehensive traffic ordinance. The
present ordinances relating to vehicle traffic, parking, etc., are
difficult to find, and in many instances antique and sometimes un-
certain.

Further, I would, respectfully request the Council to give
serious consideration to the advisability of compiling all traffic
and other ordinances fi~ing any offense in one volume to be kept
available for use by the Corporation Court, City Attorney and City
Police. Such action would be of great assistance to the Corporation
Court and the City Police.

Respectfully, 7
pJ /i.
~(7
Edward O.
