Contreras, Ben Ybarra, <br />Apolinar Mendoza, Jesse Gomez, Mrs. Ruby Odoms, <br />Mrs. Ollie Giles, Epifanio Juarez, and others. <br /> <br />The Mayor called the meeting to order at 7:j? o'clock p.m. He thanked <br />the visitors, including the press, for attel'l\ing the meeting, and enquired <br />if there were any delegations present that wished to bring a matter before <br />the Council. <br /> <br />The Minutes of the April 3 meeting, canvass of the April 2, 1963 Regular <br />City Election, were approved as presented. <br /> <br />Appointment of a Recorder of the Corporation Court was discussed. <br />Alderman Stokes suggested the matter be deferred for an executive. <br />session. Alderman Ruiz requested that the executive session be held <br />after all other business was disposed of, and it was so agreed by <br />common consent. <br /> <br />Alderman Swift proposed a vote of confidence for all administrative <br />and executive personnel of the City. He moved that the Council reaffirm <br />its approval of the administrative and executive personnel appointed by <br />ordinance on April 9, 1963. Alderman Ruiz seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Taylor said he had been approached by a Councilman about conduct- <br />ing Council sessions under the "Rule of Common Courtesy" rather than by <br />strict parlimentary procedure, and he asked an expression of opinion <br />from the Council. Alderman stokes moved that the Council operate in an <br />informal manner until such time that a motion be made in due process of <br />conducting business. Alderman Moore seconded the motion, which passed <br />unanimously. <br /> <br />Under "City Manager Items", the following information was presented to <br />the Council, and business conducted: <br /> <br />The City Manager reported a favorable reply had been received from the <br />State Highway Department on the request for a traffic survey at the <br />intersection of Guadalupe Street and access road 123. <br /> <br />Alderman Stokes moved that the petition for annexation from the state <br />Highway Department be accepted and tabled until the next meeting of <br />the Council, in accordance with legal requirements. Alderman Swift <br />seconded the motion, which passed unanimously. <br /> <br />The City Manager reported he had been contacted by Clinton McDougal <br />about possible annexation of a portion of Westover Addition.
