It was announced that Dr. Jean Smath had been appointed Chairman of the Recreation Council to replace Frank Taylor following his election as Mayor. Alderman Swift moved that the Recreation Council be increased by two members, and names submitted by the Recreation Council for approval by the City Council. Alderman Ruiz seconded the motion, which passed unanimously. The City Manager reported that Tex Hughson would like to petition annexation of the property on which his slaughter house is located, in order to comply with a State law that such plants must be inspected by a City meat inspector. The state Highway Department has been requested to petition the annexation of a portion of RM 12 extending to the Hughson Meat Company property. I The City Manager reported that the Planning Commission had conSidered a comprehensive zoning map and minimum housing code at its April 15th meeting. Further study will be made before the Commission makes a recommendation to the City Council. The City Manager reported that a rough draft of the 1963-1964 budget is being submitted to Ernst & Ernst to be sure it conforms to the format recommended by the firm of auditors recently engaged by the City. It is expected it will be ready for presentation tp the Council at the next adjourned meeting. The Mayor read aloud a letter received from Sociedad Cuauhtemoc requesting Council approval of the issuance of dance permits during the season. Alderman Stokes moved that the matter be tabled until a check could be made with Chief of Police Dial. Dr. Moore seconded the motion, which passed unanimously. The City Manager reported he had received a letter from Mr. Brod of I Rio Vista Park requesting the use of the City dredging equipment to clean its portion of the San Marcos River. He explained that there is no commercial dredging firm in San Marcos and that in other years the Council had approved use of the equipment, at a specified hourly rental. Alderman Stokes moved that the City Manager be authorized to use City equipment and personnel to dredge the River for private owners, as long as there is no commercial firm in that business in San Marcos, at a charge commensurate with the City's investment. Alderman Pool seconded the motion, which passed unanimously. Alderman Stokes moved that the 26 items proposed for priority consideration at the April 9 meeting, and tabled until the April 16 meeting, be p.esented for cbnsideration. Alderman Swift seconded the motion, which passed unanimously. The Mayor suggested that they omit discussion on amy item that would be included in the proposed budget, in order not to duplicate discussion. Alderman Swift request- ed "personal privelege" in withdrawing from discussion of Item One, on the grounds of conflict of interest. A list of the 26 items as presented by Alderman Swift at the April 9 meeting is attached as part of the Minutes.
