We did what we thought was best <br />for the City and for the people of San h~rcos. It now appears, <br />after 14 months, that a large number of people now feel that it <br />was not handled in the proper manner. We can now do it in <br />another manner. I wish that this matter had never come up again." <br />Alderman Moore expressed doubt that, even if Mr. Allbright wanted <br />the proceedings made public, the Council had the right to divulge <br />the testimony. Alderman Ruiz said he was opposed to secret sessions <br />of the Council. <br />Ihe question being called for, the following vote was recorded on <br />roll call: <br /> <br />AYE: Pool, Ruiz, Stokes, Swift <br />NAY: Moore <br /> <br />Whereupon, the hEyor declared the motion passed. <br /> <br />Alderman Swift moved that the City ManageT be authorized to caTry <br />out a traffic plan on CouTt House Square, with a completion date <br />of Sept. 1, 1963. Alderman Pool seconded the motion, which passed <br />unanimously. <br /> <br />Alderman Swift brought up the matter of pUTchasing a United Nations <br />flag faT USe by h~s. Suth Manske, Chairman of the United Nations Day <br />Celebration. It was agreed by common consent that the City would <br />pUTchase a UN flag. <br /> <br />Alderman Pool intToduced the matter 'of Airport illJpTovements. He said <br />he and a citizen who has money invested in the AiTport had talked at <br />length with the City ManageT about which improvements should have <br />priority with the funds allotted in the budget. Dr. Pool moved that <br />the matter be referred to the Planning and Zoning Commission for a <br />recommendation. It was agTeed by common consent to refeT the matteT <br />to the Planning and Zoning Commission. <br /> <br />AldeTman Swift proposed an amendment to the Minimum Housing Code, to <br />corTect an eTTOT. Minutes of the Planning and Zoning Commission <br />show that members agreed on 400 square feet as a minimum for a <br />dwelling; the OTdinance, as published, called for 500 square feet. <br />Alderman Ruiz seconded the motion. J.B. Roberts, Chairman of the <br />Planning and Zoning Commission, spoke to the question, saying he <br />anticipated the minimum would be lowered even more, to allow fOT <br />constTuction of efficiency apartments. On roll call, the following <br />vote was recorded on the motionl <br /> <br />AYE I MooTe, Pool, Ruiz, Stokes, Swift <br />NAY I None <br /> <br />Whereupon, the Mayor declared the motion carried. <br /> <br />A petition for annexation, signed by Milton JoweTs and Keith Hoffman, <br />was received by the Council. Alderman Swift moved that the petition <br />be TeferTed to the Planning and Zoning Commission for review and <br />recommendation. Alderman Ruiz seconded the motion, which passed <br />unanimously. <br /> <br />A Resolution setting standards of construction was presented to the <br />Council fOT consideration. The Resolution, which was read in full, <br />is attached heTeto as a paTt of the Minutes. AldeTman Stokes moved <br />the appToval of the Resolution. AldeTman Pool seconded the motion. <br />On roll call, the following vote was recorded: <br /> <br />AYE; Moore, Pool, Ruiz, stokes <br />NAY: SWift <br /> <br />Whereupon, the Mayor declared the Resolution passed and app~oved. <br /> <br />I <br />~ ~:ql <br />..:: ri,.
