Alderman Moore expressed doubt that, even if Mr. Allbright wanted the proceedings made public, the Council had the right to divulge the testimony. Alderman Ruiz said he was opposed to secret sessions of the Council. Ihe question being called for, the following vote was recorded on roll call: AYE: Pool, Ruiz, Stokes, Swift NAY: Moore Whereupon, the hEyor declared the motion passed. Alderman Swift moved that the City ManageT be authorized to caTry out a traffic plan on CouTt House Square, with a completion date of Sept. 1, 1963. Alderman Pool seconded the motion, which passed unanimously. Alderman Swift brought up the matter of pUTchasing a United Nations flag faT USe by h~s. Suth Manske, Chairman of the United Nations Day Celebration. It was agreed by common consent that the City would pUTchase a UN flag. Alderman Pool intToduced the matter 'of Airport illJpTovements. He said he and a citizen who has money invested in the AiTport had talked at length with the City ManageT about which improvements should have priority with the funds allotted in the budget. Dr. Pool moved that the matter be referred to the Planning and Zoning Commission for a recommendation. It was agTeed by common consent to refeT the matteT to the Planning and Zoning Commission. AldeTman Swift proposed an amendment to the Minimum Housing Code, to corTect an eTTOT. Minutes of the Planning and Zoning Commission show that members agreed on 400 square feet as a minimum for a dwelling; the OTdinance, as published, called for 500 square feet. Alderman Ruiz seconded the motion. J.B. Roberts, Chairman of the Planning and Zoning Commission, spoke to the question, saying he anticipated the minimum would be lowered even more, to allow fOT constTuction of efficiency apartments. On roll call, the following vote was recorded on the motionl AYE I MooTe, Pool, Ruiz, Stokes, Swift NAY I None Whereupon, the Mayor declared the motion carried. A petition for annexation, signed by Milton JoweTs and Keith Hoffman, was received by the Council. Alderman Swift moved that the petition be TeferTed to the Planning and Zoning Commission for review and recommendation. Alderman Ruiz seconded the motion, which passed unanimously. A Resolution setting standards of construction was presented to the Council fOT consideration. The Resolution, which was read in full, is attached heTeto as a paTt of the Minutes. AldeTman Stokes moved the appToval of the Resolution. AldeTman Pool seconded the motion.
