City Council of San Marcos, Texas <br /> <br />Dear Sirs: <br /> <br />In regard to the following motion passed on July 8, 1963: <br /> <br />"I move that Mr. FUller, the City Manager, be instructed <br />to personally contact and talk to the former Chief of <br />Police, William Allbright, and see if he wishes the <br />proceedings of a closed meeting in April, 1962, be made <br />public, or not. I will abide by his wishes" <br /> <br />I feel it is my duty and responsibility to veto this action <br />for the following reasons: <br /> <br />:1 <br /> <br />1. The new members of this Council are in complete darkness <br />as to the proceedings of the above mentioned closed meeting. <br /> <br />2. The new members of this Council do not know if the information <br />to be made public is true or false. <br /> <br />3. This Council does not know if the witnesses in the closed <br />session were assured of the secrecy of their testimony. <br /> <br />4. This Council does not know if the witnesses would want their <br />information, given in a closed session, made public. <br /> <br />5. This Council does not know if the information they are being <br />asked to make public might get them, as individuals, in an expensive <br />lawsuit. <br /> <br />6. This Council does not know if the information it is being asked <br />to make public would be in the best interest of the City of San Marcos, <br />and not get the City in an expensive lawsuit. <br /> <br />"I <br /> <br />7. It is apparent that the best interest of the City of San Marcos <br />would not be served by the present Council revealing proceedings of a <br />closed session of a previous Council, as this would question the <br />integrity of the previous Council's action. <br /> <br />8. It is of utmost importance that the citizens of San Marcos haVe <br />complete confidence in their Council, and an honest feeling that <br />
