<br />I;) <br /> <br />regular meeting august 12, 1963 <br /> <br />page four <br /> <br />The Mayor asked the City Manager to withdraw while the Council <br />discussed a matter concerning personnel. Mr. Taylor made the <br />following statement to the Aldermenl <br /> <br />"Inasmuch as the new Annexation Law will go into effect on <br />August 23rd, and, inasmuch as tremendous planning will be <br />required by the City of San Marcos by this Law, the GNRP, <br />and in bringing up to date the City's Master Plan, includ- <br />i:.,ing".water, .sewer and street extensions, I recommend that <br />we hire a superintendent to be in charge of the construct- <br />ion of these items, and to take the everyday details off <br />the hands of our City Manager. This item was provided <br />for in the present budget, and will not add any expense <br />over and above the budget. <br />"I further recommend that this person be hired at once <br />by the City Manager, with the approval of the Council". <br /> <br />I <br /> <br />After some discussion, Alderman Moore moved thaLa public works <br />superintendent be employed. Alderman Pool seconded the motion. <br />There ensued a thorough and lengthy discussion of the problems <br />and opportunities confronting the City of San Marcos in its future <br />development. It was brought out by Alderman Stokes that the next <br />60-90 days were of the utmost importance in planning the next phase <br />of the City's improvement plan, the River Development Project. Duties <br />for the proposed new employee, delegation of authority, re-assign- <br />ment of duties of present em~loyees, and all aspects of the City's <br />personnel problems were discussed. The question being called for, <br />the following vote was recorded I <br /> <br />AYE; Moore, Pool, stokes <br />NAY; Ruiz, Swift <br /> <br />Whereupon, the Mayor declared the motion carried. <br /> <br />At 12105 a.m., Alderman Swift moved to adjourn, to reconvene <br />at 7130 p.m., August 20.
