Woods Street to the PLACE OF BEGIN- NING,in the. City of San Marcos. State of texas (herein called the "Locality"); and, WHEREAS, the Education Institution is located adjacent to the Project Area; and, WHEREAS, the Local Public Agency has made detailed studies of the location, physical condition of structures, land use, environmental influences, a.nd social, cultural, and economic conditions of the Project Area andhas.getermined that the area is a slum and blighted area and that it is detrimental and a menace to the safety, health, and welfare of the inhabitants and users thereof and of the Locality at larqe, because of the fOllowing principal conditions: I 1. In the slum areas, there is a predominance of residential and non-residential buHdings or improve- ments which are in a state of dilapidation, deterioration or obsolescence due to their age or for other reasons; inadequate provisions have been made for open spaces and which is thus conducive to high population densities and overcrowding of population; improper location of structures in some parts; conversion to incompatible types of uses, such as rooming houses, apartments, apartments over garages; detrimental land uses, such as incompatible uses, structures and influences. Such conditions. resulting from said conditions or combinations tnereof. endanger life and property by fire and other causes; 2. In the blighted areas. because of the presence of slum or deteriorated or deteriorating residential and non- residential buildings ,structures, and improvements, the existence of defective .andinadequate streets and street layout and accessibility , the existence of insanitary . unhealthful or other hazardous conditions, the existence of conditions which endanger life or property by fire or other causes, the existence of a combination of the herein- above stated causes, factors or conditions; and the members of the governing body have been full yapprised by the LocBI Public Agency of the foregoing and are aware of these. facts and conditions; and, . I WHEREAS, there has been prepared and referred to the City Council of the Locality (herein Called the Governing Body) for review and approved an Urban Renewal Plan for Project area, dated August 6, 1963/ and con!:i::;t- ing of 10 pages and 2 exhibits and supported by 16 supporting maps as follows which are nota part of said Urban Renewal Plan: SD-1 Existing Street Improvements SD-2 Proposed Street, curb, gutters ,sidewalk.s, site- filling and grading, street signs, anddrain/lge. SD-3 Existing and Proposed Water Distribution System. SD-4 .Existing and Proposed Sanitary Sewer System. SD-S Existing and Proposed Gas Distribution System.
