Woods Street to the PLACE OF BEGIN- <br />NING,in the. City of San Marcos. State of texas (herein called the <br />"Locality"); and, <br /> <br />WHEREAS, the Education Institution is located adjacent to the <br />Project Area; and, <br /> <br />WHEREAS, the Local Public Agency has made detailed studies of <br />the location, physical condition of structures, land use, environmental <br />influences, a.nd social, cultural, and economic conditions of the Project <br />Area andhas.getermined that the area is a slum and blighted area and <br />that it is detrimental and a menace to the safety, health, and welfare <br />of the inhabitants and users thereof and of the Locality at larqe, <br />because of the fOllowing principal conditions: <br /> <br />I <br /> <br />1. In the slum areas, there is a predominance <br />of residential and non-residential buHdings or improve- <br />ments which are in a state of dilapidation, deterioration <br />or obsolescence due to their age or for other reasons; <br />inadequate provisions have been made for open spaces <br />and which is thus conducive to high population densities <br />and overcrowding of population; improper location of <br />structures in some parts; conversion to incompatible <br />types of uses, such as rooming houses, apartments, <br />apartments over garages; detrimental land uses, such <br />as incompatible uses, structures and influences. Such <br />conditions. resulting from said conditions or combinations <br />tnereof. endanger life and property by fire and other causes; <br /> <br />2. In the blighted areas. because of the presence of <br />slum or deteriorated or deteriorating residential and non- <br />residential buildings ,structures, and improvements, the <br />existence of defective .andinadequate streets and street <br />layout and accessibility , the existence of insanitary . <br />unhealthful or other hazardous conditions, the existence <br />of conditions which endanger life or property by fire or <br />other causes, the existence of a combination of the herein- <br />above stated causes, factors or conditions; and the members <br />of the governing body have been full yapprised by the LocBI <br />Public Agency of the foregoing and are aware of these. facts <br />and conditions; and, <br /> <br />. <br /> <br />I <br /> <br />WHEREAS, there has been prepared and referred to the City Council <br />of the Locality (herein Called the Governing Body) for review and approved <br />an Urban Renewal Plan for Project area, dated August 6, 1963/ and con!:i::;t- <br />ing of 10 pages and 2 exhibits and supported by 16 supporting maps as <br />follows which are nota part of said Urban Renewal Plan: <br /> <br />SD-1 Existing Street Improvements <br />SD-2 Proposed Street, curb, gutters ,sidewalk.s, site- <br />filling and grading, street signs, anddrain/lge. <br />SD-3 Existing and Proposed Water Distribution System. <br />SD-4 .Existing and Proposed Sanitary Sewer System. <br />SD-S Existing and Proposed Gas Distribution System. <br />SD-6 Existing Electric and Telephone System <br />SD-7 Standard Details - Sanitary Sewers, Manho]e.s, <br />Clea nouts. <br />SD-8 StandatdDetails - Streets and Drainage <br /> <br />
