<br />RECESSED REGULAR MEEf ING OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 23, 1963 <br /> <br />Present: <br /> <br />Mayor <br /> <br />Frank Taylor <br /> <br />I <br /> <br />Aldermen: <br /> <br />Wm. L. Moore, M.D. <br />WIn. C. Pool <br />Ruben Ruiz <br />H. Garland Stokes <br /> <br />City Manager <br />Ci ty Secr~tary <br /> <br />B. R. Fuller <br />Dorothy O. Worrell <br /> <br />Visitors; <br /> <br />Thomas Yoakum, Mrs. Jerri Veidt for KCNY, <br />and Charles Hughes for The Record <br /> <br />The Mayor called the meeting to order at 7130 p.m. <br /> <br />Thomas Yoakum appeared before the Council to give a first report <br />of the Equal Opportunities Committee. Mr. Yoakum stated that <br />letters of commendation had been sent to nine organizations and <br />firms for their efforts toward peaceful integration in San Marcos. <br />The City of San Marcos was among those receiving a letter. A copy <br />of the report is attached hereto as part of the Minutes. <br /> <br />The Mayor read aloud the fOllOWing telegram from Lee SWiftl <br /> <br />I <br /> <br />"Please accept my resignation as Alderman, City of San Marcos, <br />effective this date. I have moved to Washington, D.C. v~ <br />Enjoyed the opportunity of serving with you." <br /> <br />Alderman Stokes moved that the resignation be acknowledged and <br />accepted. Alderman Pool seconded the motion, which passed unanimously. <br /> <br />The Mayor presented the names of five persons for approval of the <br />Council as'a Board of Adjustment, as provided for in Section 18 of <br />the Zoning Ordinance! Names of those proposed were: Joe Garcia, <br />Fred Richan,Duane Satre, Iola Smith and McBride Wilson. <br />Alderman Stokes enquired whether the persons were asked to serve in <br />the name of the Good Government League, stating that he had been told <br />Good Government League Chairman J.E. Younger, jr. had called the <br />persons, asking them to serve "for Mayor Taylor and the Good Government <br />League". Mr. Stokes said he had understood that the Mayor was to get <br />the "advise and consent" of the Council before proposing the names. <br />The Mayor replied that he had asled Mr. Younger to call the people; that <br />he had talked to them prior to that. He requested that the pertinent <br />section of the Zoning Ordinance be read aloud. The City Secretary <br />read the portion of Section 18 relating to the appointment of the <br />Board of Adjustment, as followSl <br /> <br />I <br /> <br />"... There is hereby created a Board of Adjustment consisting <br />of five members, each to be appointed for a term of two years <br />by the Mayor, with the approval of the City Council;..." <br /> <br />Ul <br />.:c: <br />;.... <br />~ <br />,,, <br /> <br />Alderman Ruiz stated he felt he should be consulted before a <br />Latin American was appointed to a board by the Council. He said he <br />had no objection to the man proposed, but felt the person he had <br />suggested at the September 9 meeting was better qualified. Alderman <br />Pool stated that if Mr. Younger had called the persons in the name of <br />the Good Government League, he felt he was wrong, since "... that <br />organization hasn't even solidified". Alderman Moore said that in order <br />to get the question on the floor, he would move that the five persons <br />proposed by the Mayor be approved for the Board of Adjustment. There <br />was no second. Alderman stokes stated he had no objection to any of the <br />persons proposed by the Mayor, but he would not approve a list put up by <br />the Good Government League.
