That the Trustee for the property held for the Taxing Bodies <br />be instructed to inform the owner, redeeming such property <br />during the two-year redemption period, that the same must meet <br />and satisfy the Minimum Housing Code requirements. <br /> <br />Alderman Pool moved that the recommendations of the Planning and Zoning <br />Commission (see above) be approved by the Council. Alderman Ruiz <br />seconded the motion and on roll call, the following vote was recorded I <br /> <br />I <br /> <br />AYE I Moore, Pool, Ruiz, Stokes <br />NAYs None <br /> <br />Whereupon, the Mayor declared the motion carried. <br /> <br />The Planning and Zoning Commission made the following recommendations <br />to the Cauncilon a feasibility stmdy of building a swimming pool with <br />financial assistance offered by the HEB Foundationl <br /> <br />10. (City Manager Items) The Planning and Zoning Commission has <br />been directed by the City Council to study the feasibility and <br />payment plan for a municipal swimming pool. The HEB Foundation <br />has offered financial assistance in the construction of the pool <br />and the City Council has indicated their interest in the matter. <br />The Planning Commission made a study of other pools which had <br />been constructed under grants from the HEB Foundation. At an <br />adjourned Regular Meeting held on the lOth day of October, 1963, <br />the Planning and Zoning Commission made the follOWing recommendat- <br />ions to the Councill <br /> <br />(1) <br /> <br />That a swimming pool would be a desirable addition to the <br />community recreational facilities and its construction is <br />recommended. <br />Available funds dictate that it should be constructed on <br />City-owned land, or on donated land. The City Park area, <br />the Ball Park area, and the River Development area would <br />all be suitable locations. <br />That the cast of the project would not exceed $50,000 and <br />the pool water area should be approximately 5,000 sq. ft. <br />Admission charge would be 25$ for children and 50~ for adults. <br />Estimated usage is 3,600 adults and 12,000 children, annually, <br />which would provide a revenue of $4,320. <br />Estimated time for retirement of debtl 10 years. <br />Estimated maintenance COStl covered by present budget. <br /> <br />(2) <br /> <br />I <br /> <br />(3) <br />(4) <br />(5) <br />(6) <br />(7) <br /> <br />If it is the desire of the Council to pursue this matter further, <br />it is recommended that the City Planner and the Planning Commision <br />be directed to go into detail as to types of pools, favorable <br />locations, and other pertinent data, that the Council may better <br />evaluate this matter. It is believed that the pool can be phased <br />in the City Development Plan. An estimated payoff schedUle, attached. <br /> <br />The recommendations were discussed at length. Alderman Pool moved that <br />the City Manager be directed to pursue the matter further, making a more <br />detailed study of types of pools, favorable loactions, and other pertinent <br />data, with the objective of working the proposed pool into the City <br />Development Program. Alderman Ruiz seconded the motion, which passed <br />unanimously. <br /> <br />I <br /> <br />Development of facilities at the Municipal Airport were discussed. <br />The City Manager stated that property owners had not shown sufficient <br />interest to warrant bringing a portion of the Airport into the City Limits, <br />with the possible exception of the City-owned lots, land and runways. <br />Alderman Stokes said he did not think the City should spend any funds at <br />the Airport until it could exercise control over it. Alderman Ruiz moved <br />that a letter be sent to the property-owners involved, suggesting that they <br />either petition to be brought into the City Limits or come before the <br />Council with a proposition.
