Jerri Veidt <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mr. Phil Zeissel, vice-president of the Austin Region of the Texas <br /> <br />I <br /> <br />Safety Association, appeared before the Council to present two awards. <br />The Five Year Pedestrian Safety Award was presented to Chief of Police <br />Wayman A. Dial. This award is given by the American Automobfule Association <br />in recognition of the fact that there were no pedestrian fatalities in <br />San Marcos during the years 1957-1962. Chief Dial accepted it on behalf <br />of the City as a whm1e, giving credit to the service clubs that have <br />stressed safety in their programs and worked with City leadership to <br />promote traffic safety. Chief Dial said the job for the future was to <br />acquaint the public on what they can do to further safe driving. <br /> <br />Mr. Zeissel presented the 1962 "Best in Texas" award to the City of <br />San Marcos, .....in special recognition for no traffic deaths and/or <br />progressive accident prevention program activities among cities from <br />10,000 to 25,000 population..." Mayor Taylor, in accepting the award, <br />said he felt he was accepting it as "... a proxy for those who have <br />preceded me." <br /> <br />On Chief Dial's withdrawal from the meeting, Alderman Pool read the <br />following prepared statement: <br /> <br />I <br /> <br />"Since certain agencies have seen fit to honor Mr. Wayman A. Dial <br />here tonight, it is both fitting and proper for the governing body <br />of the City of San Marcos to do likewise. It is with this in mmnd, <br />therefore, that I extend to Mr. Dial this expression of thanks for a <br />job well done during a difficult and trying period in the affairs of <br />our City. During all of the period of his employment, Mr. Dial has <br />worked effectively to attain maximum effort from an under-staffed and <br />not too well paid department. I have been told that Chief Dial is now <br />and has been for several months elegible for a modest merit raise. It <br />is in the sincere belief that at no better time could of vote of confi- <br />dence be accorded by this Council, than to recommend now .that the City <br />Manager be instructed to make this well deserved and appropriate <br />adjustment in Mr. Dial's salary, retroactive to September 1, 1963. <br />Mr. Meyor, I request the adoption of this motion." <br />Alderman Ruiz seconded the motion and on roll call the following vote <br />wa s recorded: <br /> <br />AYE: Moore, Pool, Ruiz, Stokes <br />NAY: None <br /> <br />Whereupon, the Mayor declared the motion carried. <br /> <br />~ <br />::c <br />;;;.... <br />:lI <br />'''' <br /> <br />Alderman Pool stated that in view of the recent treatment accorded <br />Mr. Adlai Stevenson, U.S. Ambassador to the United Nations, in Dallas, <br />he felt it was time the City Council should take a stand.
