Worrell. <br /> <br />I <br /> <br />Mayor Taylor called the meeting to order in the Council Room, City Hall, <br />at 2:00 p.m., Nov. 21, 1963. The Mayor welcomed the visitors, and <br />turned the meeting over to Col. D.L. Knoll, who explained that the <br />U.S. Corps of Engineers had requested the meeting in order to discuss <br />further the plans for development of public recreation facilities at <br />Canyon Dam. He referred to the initial interest shown by County and <br />City officials in joint sponsorship of a public park in Area #4 , as <br />offered by the U.S. Corps of Engineers. Since that time, the President's <br />emphasis on outdoor recreation for the nation has brought about certain <br />changes in the policy, Col. Knoll stated, and it was the purpose of the <br />meeting to acquaint City and County officials with their present plans <br />and policies, and to ask for a reaffirmation of their interest in <br />developing such a recreational area. He explained the basic installations <br />the Corps of Engineers would provide. <br /> <br />Col. Knoll introduced Mr. Victor Kaliin, who outlined on maps the <br />various areas to be developed for recreational purposes. He stated <br />that concessions could be let either directly by the Corps of <br />Engineers, or by the leasees, which in this case would be the City <br />and County, if the two governmental units decided to sponsor a <br />Canyon Dam recreation area, jointly. <br /> <br />It was brought out that the Corps will provide sanitary facilities, <br />lights, water, shelters, boat launching ramps, picnic and camping <br />areas. Area #4, which has been offered the City and County, comprises <br />375 acres. <br /> <br />County Judge Max Smith said there was a question whether the County <br />could legally spend money outside the County for any purpose. He <br />said the Coun~y Attorney had been consulted and he was doubtful <br />about its legality. <br /> <br />The City Manager said the City cmuld spend money outside the City <br />Limits, if it were for the general welfate. <br /> <br />I <br /> <br />Col. Knoll stated it had been the experience of the Corps that the <br />concessions are not self-supporting. He also warned that the policing <br />of a recreation area can be a problem, especially on the anticipated <br />heavy use of the park on weekends. He suggested that Comal and Hays <br />Counties and the City of San Marcos might work out a cooperative plan <br />rpr policing the park area. <br /> <br />Col. Knoll said that under normal conditions, the Corps did not <br />anticipate that Canyon Lake would have sufficient water in it for <br />recreational purposes for two years, or 1965. <br />
