joint meeting, county, city, US Corps of Engineers p. 2

I "
(~~

I

Mr. J.M. Piester discussed the type of lease used by the Corps
for pirk areas. There would be no money involved, but a certain
standard of maintenance of the area would be required. He stated
it would not be necessary to lease the whole 375 acres of Area #4,
but only as much as the lea see was able to maintain satisfactorily.
He said the Corps was not in San Marcos to discuss the signing of
a lease at this time, but only to acquaint officials with the
procedure. Col. Knoll said "there would be no hard feelings" if
the City and County decided agatnst leasing any part of Area #4.

Mr. C.H. Beardsley spoke on the costs of maintenance. He said the
specicifications were "stiff" on keeping the leased area cleaned
and mowed. He quoted present prices as $1.75 to $2.75 per acre
per month for cleaning; and $2.50 to $3.00 an acre for mowing.
The frequency of mowing would depend on weather conditions.
"The Corps would require that the leasee keep the same standards
of maintenance (cleanliness and mowing) as is presently maintained
on similar government parks", Mr. BeardSley said.

The lea see would be required to furnish the Corps an annual
management plan. All profits from the concessions let by the City
and County must go baok into park development, w~th the exception
of a park manager's salary.

Mayor Taylor said that at present there was no prov~s~on in the
1963-1964 budget for development of a reoreational area at
Canyon Dam, but he felt the Council was still interested.

Col. Knoll repliedl "Actually, you have a year to a year and a
ha If to think it over and pIa n for it".

I

I
