<br />regular meeting, december 9, 1963, page two <br /> <br />Mr. Elwood Soechting, Chairman of the "Square Improvement" <br />Committee, appeared before the Council to report a meeting <br />with the Commissioners Court of Hays County that morning, <br />The plan was presented, but County Judge Max Smith being <br />absent, official approval was not given. <br /> <br />A letter to the Council from Miss Anna Lynn Howe was read aloud <br />by the Mayor, Miss Howe requested better traffic control in <br />the neighborhood of Southside Community Center on South Guadalupe <br />Street, The letter was discussed, and it was brought out that <br />since Guadalupe Street is part of the State Highway system, <br />traffic control would come under the jurisdiction of that agency. <br />Alderman Ruiz moved that Miss Howe's letter be sent to the State <br />Highway Department. The motion was seconded by Alderman Stokes, <br />and carried unanimously. <br /> <br />Alderman Ruiz moved that the City Manager be instructed to <br />mark all school traffic signs with the 20 mile speed limit <br />set by the State, Alderman Stokes seconded the motion, which <br />carried unanimously. <br /> <br />Mayor Tay~or reported that the men asked to serve on the <br />Citizens eommittee for Camp Gary had responded enthusiastically <br />and had attended a meeting on December 6, The Mayor said he <br />felt reasonably Sure that the misSion had been successful; <br />the Committee had been told that no action would be taken on <br />Camp Gary until after the first of the year. <br /> <br />A letter to the Council from Mr, Jeff Gordon was acknowledged. <br />Mr. Gordon, as spokesman for a group of neighbors, requested that <br />Mr, Eutiquio Torres be given City water service at his residence <br />outside the City Limits. Mr. Gordon and Mr. Torres were present <br />at the meeting. The City's policy of not furnishing water outside <br />the City Limits was explained to both. Alderman Ruiz translated <br />the statements of Council Members into Spanish for the benefit of <br />Mr. Torres. <br /> <br />The Mayor read aloud a letter from Supt. of Schools Joe Hutchinson <br />commending Mr, James Burwell 0 f the San Marcos-Hays County Health <br />Unit for the excellent service given the school system. <br /> <br />Under "City Manager Item # 5Q, Mr. Fuller presented a plan for <br />increasing space for trailer rallies at Memorial Park. Alderman <br />Ruiz moved that the City Manager's plan be approved. Alderman <br />Stokes seconded the motion, which passed unanimously, <br /> <br />Under "Item # 6", the City Manager reported on the suitability of <br />the LCRA Building for a City Hall, and advised against purchase <br />of the property. Alderman Stokes moved that the City notify <br />Mr, Hyltin that the City was not interested in purchasing the LCRA <br />Building at this time, Alderman Ruiz seconded the motion, which <br />passed unanimously. <br /> <br />Alderman Pool introduced an ordinance amending the Zoning Ordinance, <br />and moved its adoption, Caption of the Ordinance, which was read in <br />full and is made a part of these Minutes, is as follows; <br /> <br />AN ORDINANCE AMENDING SECTIONS 4 AND 6 OF "AN ORDINANCE TO <br />RB3ULATE AND RESTRICT THE LOCAT ION AND USE OF BUILDINGS, <br />STRUCTURES AND LAND; DECLARING THE PURPOSE; PROVIDING FOR <br />CHANGES AND AMENDMENTS; ESTABLISHING AN OFFICIAL ZONING MAP; <br />ESTABLISHING DEFINITIONS; DESIGNATING DISTRICTS; PROHIBITING <br />USE; PROVIDING FOR NEWLY ESTABLISHED TERRITORY; SErTING FORrH <br />USE RESTRICTIONS IN THE SEVERAL DISTRICTS; ESTABLISHING LAND <br />COVERAGE; PROVIDING FOR PARKING; PROVIDING FOR SEr-BACK; <br />DEFINING NOO-GONFORMING USES; PROVIDING FOR A BOARD OF ADJUST- <br />MENT; PROVIDING ENFORCEMENTS AND REMEDIES; CLARIFYING CONFLICT- <br />ING ORDINANCES; PROVIDING FOR A SAVINGS CLAUSE; AND ESTABLISH- <br />ING AN EFFECTIVE DATE". <br /> <br />LtH <br /> <br />I <br /> <br />I <br /> <br />I <br />
