<br />Mayor Taylor, June 8 '64, page two <br /> <br />II <br /> <br />Camp Gary cannot be overestimated. The time spent by Citizens Gruups, <br />City Council, City personnel and the City Manager cannot be measured in <br />dollars and cents. It was necessary; it was done. The City can only , <br />stand by and be ready at a moment's notice to act on anything which can <br />aSSure the successful cOlllpletion of this important contribution to the <br />economy of this area. When the time, comes for acquisition of Camp Gary <br />it will require planning tO,utilize Ca~p.Garyfor the utmost benefit of <br />our community. <br /> <br />I <br /> <br />While crash progralllsarenecessary and' must be _met when due, however the <br />Council feels that the orderly growth of the, City is of equal importance <br />and must be carried on as scheduled, despite the necessity for quick <br />action projects. It is with this in mind that the CounciL has IlIide <br />certain decisions. The present City Manager, B.R., Fuller, has demonstrated <br />his thorough knowledge of our City and its problems. While the Council <br />feels that,he is a capable administrator, it also feels that his talents <br />can best be utilized by increasing his 'activi'ty as our Planner. In this <br />GNRP Area Study and Development we will be able to contract much of the <br />planning, drafting, engineering, which the ,LPA contracted to outside people <br />in the Chautauqua Hill Project. On our trip to Ft. Worth we asked the <br />Regional Director of HHFA,Mr. Church, if we, as a City"couldf do contract <br />work for the LPA, and we were told yes. We also asked if Mr. Fuller would <br />be satisfactory as the Planner, and again the answer was yes. We intend <br />for Mr. Fuller to devote the majority of his time to planning, and through <br />the contract work from the ,LPA we ,will be reimburse~, and more, for our one <br />~ew employee to carrjl out the planning forCi ty development. <br /> <br />Let me enumerate a few of the things which the Council feels need to be <br />accOlllplished. Indicated on this map are some eight areas of considerable <br />population density which are not connected to our sewer system. We feel <br />these areas should be served as rapidly as possible. It should be under- <br />stood that with the rapid growth the City has enjoyed the last year, and <br />which seemingly will continue, there can be other areas which will become <br />increaSingly important. The City Manager estimates that these areas can <br />be served in a five year program without a bond issue or a tax increase. <br />At present we have no plans for priority for these areas. It is assumed <br />that the areas will be designated by the Council on the population served <br />per dollar spent, needs for corrective measures (pollution of water, <br />supply, etc.) or any logical sequence. A complete plan will be made with <br />cost estimates and planned installation dates. However, thiS can be speed- <br />ed up if additional funds are available through savings over estilliated <br />installation costs. Water line extensions have not. been shown, as these <br />will be scheduled as needed. <br /> <br />So you can readily see an importamt phase of the City'~ plan for proper <br />and orderly development is the City's Master Plan, providing for street <br />improvement, public facilities such as parks, playgrounds, libr.ry, public <br />buildings, etc. This is actually the blueprint by which the City Council <br />and Planning Commis.ion work. <br /> <br />I <br /> <br />The operation of ,'San Marcos has become big business. It is no longer a <br />sleepy little town between Austin and San Antonio. Let me tell you some <br />fact51 .In 1963 building permits were taken out for 43 residences, 12 new <br />business buildings, not to mention 34 other permits for new construction <br />and 96 alteration permits. During the first three IllOnths of 1964 ,we <br />issued 13 permits for new homes. We have three apartment bui.dings under <br />construction and more to be built. <br />
