<br />.. <br /> <br />Ii <br /> <br />Mayor Taylor's statement on Future Development Plans for Sin Marcos <br />City Council Meeting, June 8, 1964 <br /> <br />J <br /> <br />At this time it is evident to your City Council that anyprGgram of <br />development places great importance on Planning. It is generally <br />considered that city planning is the process of applying intelligent <br />forethought to the logical, feasible and economical day-to-day develop- <br />ment of an urbanized and adjacent area. Proper city planning can effect- <br />ively control and develop the_City's physical and economic potential. <br /> <br />In 1958 the City recognized the need of future planning and charged <br />Mr. Fuller with this responsibility and as time has gone on, the need <br />for more adequate and detailed planning became evident and the City <br />moved to implement phases of the base plan, or to refine the original <br />ideas and put them in operation. This method of planning filled the <br />initial needs of our city. Later it was recognized that growth not <br />previously felt created an eVI. greater need far proper planning to <br />insure orderly expansion and provision of services. To name a fewl <br />many blocks of paved streets, many sewer line extensions, tow new <br />fire stations, enlargement of sewer plant, more street lights and other <br />needed servi<:es - and we have'- hadfo bond issues or tax increases. <br />In fact, we've had a ten cent decrease in taxes. <br /> <br />Other fruits of this planning have produced a Planning and Zoning <br />Commission, the passage of a planning ordinance, a Zoning Ordinance, <br />Miaimulll Housing Code and other requirements to insure proper civic <br />development. Also the College Development Plan geew out of this type <br />of planning. <br /> <br />In 1962, the City, by an 8~ to 1 majority,approved the enlargement of <br />the College Campus and.The !liver Development Plan, in fact, the RiveT <br />Development was the original project but because of the extra growth of <br />the College, the Chautauqua Hill Project was made the number on. project. <br />The College Project is well on its way to completion, and the College will <br />be purchasing land from the LPA in the immediate future, so as to l11su!t'etbec~ s <br />letting of contracts for dorms and cafeteria in the yer"{ near. future so they <br />will be ready for Sept. 1965. <br /> <br />I <br /> <br />The Opuncil is now ready to start on a GNRP Area Study which is shown on <br />the map in green. Let me state here that it is the unanimous decision of <br />this Council that the area .of total acquisition by the City for recreation <br />and park purposes has not changed, although the first project area has been <br />enlarged. The Park and Recreation area remains the same as originally plan- <br />ned, that is all the property from Colorado Street along a line down Union <br />street to Comet Street to the Katy Railroad, and along an alley between <br />Northcraft and McGehee to the Open Space Land, to the center of the RiveT, <br />including a small area on the East Side, acxoss from the Rio Vista Park, <br />the most of which is now dedicated as a park for. residents of Rio Vista <br />SUbdivision. The development of this GNRPwill also permit certain corr.ect- <br />ive measures to Purgatory and Willow Spring Creeks to eliminate flooding. <br />Also, through this GNRP Study Area we believe it will be broad enough to be <br />of whatever assistance needed by our local school system in furnishing a seat <br />for ever"{ boy and girl in OUr community. <br /> <br />It would be useless for me to recall all the crash programs which our City <br />has undertaken in the past year or more.
