Leroy Russell, pastor of First Methodist Church, gave the Invocation. I The Mayor welcomed to the meeting Dr. James H. McCrocklin, President of Southwest Texas State College. Minutes of the meetings held on August 10, August 24 and August 31, 1964, were approved as presented, On motion of Alderman Ruiz and second of Alderman Serur. Don Uzzell appeared before the Council to complain that "no parking" regulations on Academy Street were not being properly enforced by the Police Department. He was questioned by the Council, and his complaints were discussed. Alderman Pool sug- gested that the Council take one whole evening to review the parking regulations on Academy Street in an effort to settle the problems once and for all. The Mayor i ntreduced the tabu I at ion of bids rece'j'ved on a cab and chassis for the garbage truck. The specifications were discussed, and the four bids compared. Alderman Tuttle moved that the low bid of $2,595.00 made by Allen Motor Co. be accept- ed. Alderman Pool secanded the motion, which passed unanimously. I The Mayor introduced the matter of a request for a'permit to operate billiard tables which had been rec'ived from Lloyd Kyle some months previously. He eXplained that there had been a de- lay jn answering Mr. Kyle because a billiards ordinance was und- er consideration. The matter was thoroughly discussed. Alder- man Serur moved that the applicant be giv~n a permit to operate a bi liard table, provided he agree to comply with the billiards ordinance when passed. Alderman Ruiz seconded the motion, which passed unanimously. The Mayor instructed Mr. Fuller to give Mr. Kyle copies of the two ordinances now under study by the Council, when he is notified about the permit, so that he would understand what the requirements and restrictions would be when a billiards ordinance is passed. ::c :t: ;;... - --- '" 8HZ
