<br />0.. bD <br /> <br />regular meeting, november 9, 1964, page two <br /> <br />The Mayor introduced an Ordinance captioned: <br /> <br />AN ORDINANCE PROHIBITING PARKING IN PROPERLY MARKED <br />AREAS; GRANTING AUTHORITY TO THE CITY MANAGER- <br />PLANNER AND CHIEF OF POLICE TO DESIGNATE SUCH AREAS <br />AFTER INSPECTION; PROVIDING A PENALTY FOR VIOLATION; <br />PROVIDING A SAVINGS C~AUSE; AND, PROVIDING AN EFFECT- <br />IVE DATE <br /> <br />The Ordinance was read in ful I and discussed. Alderman <br />Pool moved adoption of the Ordinance. Alderman Ruiz <br />seconded the motion and on roll cal I, the fol lowing <br />vote was recorded: <br /> <br />AYE: Pool, Ruiz, Serur, Whittenberg <br />NAY; None <br /> <br />Whereupon, the Mayor declared the Ordinance Passed, <br />Approved and Adopted. <br /> <br />The Mayor introduced an Ordinance and read it aloud. <br />Caption of the Ordinance is as fol lows: <br /> <br />AN ORDINANCE CREATING AND ESTABLISHING THE CITY OF <br />SAN MARCOS LIBRARY BOARD; DESIGNATING THE NUMBER OF <br />MEMBERS, THEIR QUALIFICATIONS,AND METHOD OF APPOINT- <br />MENT, AND TERMS OF OFFICE; ESTABLISHING THE OFFICERS <br />OF THE LIBRARY BOARD; METHOD OF DRAFTING BY-LAWS; <br />PROVIDING FOR ADVISE AND CONSULTATION TO THE LIBRARY <br />BOARD AND COMPENSATION PAID THEREFOR; PROVIDING FOR <br />THE PAYMENT OF THE OPERATING EXPENSES OF THE LIBRARY; <br />PROVIDING FOR THE EMPLOYMENT OF PERSONNEL; GRANTING <br />AUTHORITY FOR THE ESTABLISHMENT OF RULES AND REGULAT- <br />IONS GOVERNING THE USE OF LIBRARY; PROVIDING FOR THE <br />REPORT OF OPERATION AND EXPENDITURES; PROVIDING FOR <br />THE ESTABLISHMENT OF A TRUST FUND AND THE MANNER IN <br />WHICH MONIES IN THE TRUST FUND MAY BE INVESTED; RE- <br />PEALING ORDINANCES IN CONFLICT HEREWITH; AND, PRO- <br />VIDING A SAVINGS CLAUSE. <br /> <br />Alderman Pool moved adoption of the Ordinance. Alderman <br />Whittenberg seconded the motion, and on rol I cal I, the <br />fol lowing vote was recorded: <br /> <br />AYE: Pool, Ruiz, Serur, Whittenberg <br />NAY: None <br /> <br />Whereupon, the Mayor declared the Ordinance Passed, <br />Approved and Adopted. <br /> <br />The Counci I, by common consent, approved the recommend- <br />ation of the City Manager that street I ights be install- <br />ed on Woods Street between Comanche and North; on Comanche <br />between Hutchison and Hopkins; and on Ellis at Knox. <br /> <br />The Mayor introduced for consideration of the Counci I the <br />names of five persons for appointment to a Board of Adjust- <br />ment as provided by the Zoning Ordinance. Qual ifications <br />and el igibi I ity of the suggested persons were discussed by <br />the Counci I. Alderman Serur moved that the Counci I approve <br />appointment by the Mayor of Ramon Arias, Albert Armstead, <br />James Carney, Jack Cates and Jerry Zavesky as a Board of <br />Adjustment.
