0.. bD regular meeting, november 9, 1964, page two The Mayor introduced an Ordinance captioned: AN ORDINANCE PROHIBITING PARKING IN PROPERLY MARKED AREAS; GRANTING AUTHORITY TO THE CITY MANAGER- PLANNER AND CHIEF OF POLICE TO DESIGNATE SUCH AREAS AFTER INSPECTION; PROVIDING A PENALTY FOR VIOLATION; PROVIDING A SAVINGS C~AUSE; AND, PROVIDING AN EFFECT- IVE DATE The Ordinance was read in ful I and discussed. Alderman Pool moved adoption of the Ordinance. Alderman Ruiz seconded the motion and on roll cal I, the fol lowing vote was recorded: AYE: Pool, Ruiz, Serur, Whittenberg NAY; None Whereupon, the Mayor declared the Ordinance Passed, Approved and Adopted. The Mayor introduced an Ordinance and read it aloud. Caption of the Ordinance is as fol lows: AN ORDINANCE CREATING AND ESTABLISHING THE CITY OF SAN MARCOS LIBRARY BOARD; DESIGNATING THE NUMBER OF MEMBERS, THEIR QUALIFICATIONS,AND METHOD OF APPOINT- MENT, AND TERMS OF OFFICE; ESTABLISHING THE OFFICERS OF THE LIBRARY BOARD; METHOD OF DRAFTING BY-LAWS; PROVIDING FOR ADVISE AND CONSULTATION TO THE LIBRARY BOARD AND COMPENSATION PAID THEREFOR; PROVIDING FOR THE PAYMENT OF THE OPERATING EXPENSES OF THE LIBRARY; PROVIDING FOR THE EMPLOYMENT OF PERSONNEL; GRANTING AUTHORITY FOR THE ESTABLISHMENT OF RULES AND REGULAT- IONS GOVERNING THE USE OF LIBRARY; PROVIDING FOR THE REPORT OF OPERATION AND EXPENDITURES; PROVIDING FOR THE ESTABLISHMENT OF A TRUST FUND AND THE MANNER IN WHICH MONIES IN THE TRUST FUND MAY BE INVESTED; RE- PEALING ORDINANCES IN CONFLICT HEREWITH; AND, PRO- VIDING A SAVINGS CLAUSE. Alderman Pool moved adoption of the Ordinance. Alderman Whittenberg seconded the motion, and on rol I cal I, the fol lowing vote was recorded: AYE: Pool, Ruiz, Serur, Whittenberg NAY: None Whereupon, the Mayor declared the Ordinance Passed, Approved and Adopted. The Counci I, by common consent, approved the recommend- ation of the City Manager that street I ights be install- ed on Woods Street between Comanche and North; on Comanche between Hutchison and Hopkins; and on Ellis at Knox. The Mayor introduced for consideration of the Counci I the names of five persons for appointment to a Board of Adjust- ment as provided by the Zoning Ordinance. Qual ifications and el igibi I ity of the suggested persons were discussed by the Counci I. Alderman Serur moved that the Counci I approve appointment by the Mayor of Ramon Arias, Albert Armstead, James Carney, Jack Cates and Jerry Zavesky as a Board of Adjustment.
