Ford, who wished to <br />complain about the drainage problem on his property <br />on Moore Street. Since this is a problem that re- <br />curs regularly after a heavy rain, the Council was <br />already fami liar with the case. After lengthy dis- <br />cussion on the cause, a probable solution, and the <br />question of responsibi I ity for rectifying the situ- <br />ation, the Mayor promised further investigation on the <br />matter. Mr. Ford said he was wil ling to give the City <br />easement to widen the drainage ditch through his property. <br /> <br />Alderman Serur brought to the attention of the Council the <br />need for topping the ~I ley back of Manske's Gri I I. <br /> <br />The Mayor recognized Robert C. Haney, Chairman of the <br />Traffic Commission for the City of San Marcos. Mr.+~5~rui- <br />said several people had spoken to hi"1about the traffic con- <br />trol at Austin and East San Antonio. Mr. Haney replied that <br />correction of that situation was the Commission's first reco- <br />mmendation to the Counci I. Possible solutions were discuss- <br />ed by the Counci I, with concensus that the City Manager should <br />work out the problem. <br /> <br />Alderman Pool enquired about the status of the G.N.R.P. The <br />City Manager said work was progressing on the rough maps. <br />In the course of the discussion on G.N.R.P., the question of <br />the Council's ban on bui Iding permits in the project areas <br />was introduced. The Mayor stated some houses in the area were <br />badly in need of repair. The City Manager suggested that the <br />Planning and Zoning Commission be requested to make a study <br />of the condition of the houses, and report to the Counci I. <br />The Mayor commented that, even if the application on the <br />River Project I'lere taken to HHFA in Fort Worth next week, it <br />might be two years before any property were acquired. The <br />City Manager agreed this was a possibi I ity. The Mayor en- <br />quired why a certain property-owner had been refused a permit. <br />The City Manager said that permits for repairs are being <br />issued under the Council's adopted pol icy, but no permits <br />for new bui Idings, nor for unnecessary additions to existing <br />structures are allowed. <br />The reasons for the "slow-down" on the River Project were <br />discussed. The City Manager stated he hoped to have an <br />"educated guess" by the next regular meeting, in answer to <br />some of the questions raised. <br /> <br />A I derman Poo 1 ' s second quest i on was I n regard to. the status <br />of the Airport. The City Manager gave a brief resume of the <br />various aspects of the City's application for alIaI' part of <br />Camp Gary when it is turned over to General Services Adminis- <br />trat i on. I n order for the City to eventua II y rea I j ze the <br />maximum benefit from Camp Gary, it is deemed wise at this time <br />to wai~ for further developments, Mr. Ful IeI' said. <br /> <br />Item # 6 of "City Manager Items" referred to the abnormally <br />heavy growth of water hyacinths in the slough at Spring Lake. <br />which could prove a hazard in the event of a flash flood. The <br />City Manager stated he had obtained permission of the Regional <br />Office of U.S. Fish and Wildlife Service for the City to clean <br />the slough on Fish Hatchery property as a safety measure. The <br />Council authorized the City Manager to do the work "at the <br />convenience of the City and in a manner which would not cause <br />a problem at some other location". <br /> <br />(;91 <br />
