I I I 1:= , :J:: ;>. l::e ':;-.., L__ _ ;)-63 AN ORDINANCE CREATING AND ESTABLISHING THE CITY OF SAN MARCOS LIBRARY BOARD; DESIGNATING THE NUMBER OF MEMBERS, THEIR QUALIFICATIONS, METHODS OF APPOINTMENT, AND TERMS OF OFFICE; ESTABLISHING THE OFFICERS OF THE LIBRARY BOARD; METHOD OF DRAFT- ING BY-LAWS; PROVIDING FOR ADVISE AND CONSULTATION TO THE LIBRARY BOARD AND COMPENSATION PAID THEREFOR; PROVIDING FOR THE PAYMENT OF THE OPERATING EXPENSES OF THE LIBRARY; PROVIDING FOR THE EMPLOYMENT OF PER- SONNEL; GRANTING AUTHORITY FOR THE ESTABLISHMENT OF RULES AND REGULATIONS GOVERNING THE USE OF THE LIB- RARY; PROVIDING FOR THE REPORT OF OPERATION AND EX- PENDITURES; PROVIDING FOR THE ESTABLISHMENT OF A TRUST FUND AND THE MANNER IN WHICH MONIES IN THE TRUST FUND MAY BE INVESTED; REPEALING ORDINANCES IN CONFLICT HEREWITH; AND, PROVIDING A SAVINGS CLAUSE. BE IT ORDAINED by ~he City Counci I of ~he Ci~y of San Marcos, Texas: SECTION I There is hereby crea~ed and established ~he Ci~y of San Marcos Library Board which shal I be subjec~ to ~he juris- diction of ~he San Marcos Ci~y Counci I. The Library Board shal I consist of seven members whose officers are hereby creat- ed and established. Five or more members of the Library Board shal I be residen~ citizens of.the City; all shal I be owners of real property, taxpayers and qual ified voters. The members of the Library Board shal I be appointed by the Mayor with the ad- vise and consent of the City Counci I. The term of office of each member of said Board shal I be three years and shal I begin on October 1st of the year of appointment. AI I vacancies oc- curing in the Library Board shal I be fi I led as provided above. The members of the City of San Marcos Library Board shal I re- ceive no compensation for their services except as authorized by the City Counci I. SCETION I I At the first mee~ing of the City of San Marcos Library Board in Oc~ober, the appointed members shall draw by lots to determine which two shall serve one year, which two shal I serve two years, and which three shall serve ~hree years. The membership shal I elec~ from their own number, a President, Vice-president, Secretary, and if deemed necessary by the Board, a Treasurer. The President or Vice-presiden~ shat I preside at al I mee~ings, and the Secretary shal I keep a true record of all matters coming before the Board. The membership of the San Mar- cos Library Board shal I draft By-Laws for the operation of the Board and the conduct of its business. These By-Laws shal I not be in confl ict with the provisions of this or any ordinance of the City of San Marcos. SECTION I I I AI I Department Heads and officials of ~he City of San Marcos shal I be ava; lable to the Library Board for advise and consultationr on request. The Library Board may, with ~he approval of the City Manager, employ technical consultants, recognized in ~he field of Library Science, should~he Board, from time to time, find this service necessary for' ~he proper conduct and operation of the Library.
