<br />I <br /> <br />I <br /> <br />I <br /> <br />1:= <br />, :J:: <br />;>. <br />l::e <br />':;-.., <br /> <br />L__ _ <br /> <br /> <br />;)-63 <br /> <br />AN ORDINANCE CREATING AND ESTABLISHING THE CITY <br />OF SAN MARCOS LIBRARY BOARD; DESIGNATING THE <br />NUMBER OF MEMBERS, THEIR QUALIFICATIONS, METHODS <br />OF APPOINTMENT, AND TERMS OF OFFICE; ESTABLISHING <br />THE OFFICERS OF THE LIBRARY BOARD; METHOD OF DRAFT- <br />ING BY-LAWS; PROVIDING FOR ADVISE AND CONSULTATION <br />TO THE LIBRARY BOARD AND COMPENSATION PAID THEREFOR; <br />PROVIDING FOR THE PAYMENT OF THE OPERATING EXPENSES <br />OF THE LIBRARY; PROVIDING FOR THE EMPLOYMENT OF PER- <br />SONNEL; GRANTING AUTHORITY FOR THE ESTABLISHMENT OF <br />RULES AND REGULATIONS GOVERNING THE USE OF THE LIB- <br />RARY; PROVIDING FOR THE REPORT OF OPERATION AND EX- <br />PENDITURES; PROVIDING FOR THE ESTABLISHMENT OF A <br />TRUST FUND AND THE MANNER IN WHICH MONIES IN THE <br />TRUST FUND MAY BE INVESTED; REPEALING ORDINANCES IN <br />CONFLICT HEREWITH; AND, PROVIDING A SAVINGS CLAUSE. <br /> <br />BE IT ORDAINED by ~he City Counci I of ~he Ci~y of San Marcos, <br />Texas: <br /> <br />SECTION I There is hereby crea~ed and established ~he Ci~y of <br />San Marcos Library Board which shal I be subjec~ to ~he juris- <br />diction of ~he San Marcos Ci~y Counci I. The Library Board <br />shal I consist of seven members whose officers are hereby creat- <br />ed and established. Five or more members of the Library Board <br />shal I be residen~ citizens of.the City; all shal I be owners of <br />real property, taxpayers and qual ified voters. The members of <br />the Library Board shal I be appointed by the Mayor with the ad- <br />vise and consent of the City Counci I. The term of office of <br />each member of said Board shal I be three years and shal I begin <br />on October 1st of the year of appointment. AI I vacancies oc- <br />curing in the Library Board shal I be fi I led as provided above. <br />The members of the City of San Marcos Library Board shal I re- <br />ceive no compensation for their services except as authorized <br />by the City Counci I. <br /> <br />SCETION I I At the first mee~ing of the City of San Marcos <br />Library Board in Oc~ober, the appointed members shall draw by <br />lots to determine which two shall serve one year, which two <br />shal I serve two years, and which three shall serve ~hree years. <br />The membership shal I elec~ from their own number, a President, <br />Vice-president, Secretary, and if deemed necessary by the Board, <br />a Treasurer. The President or Vice-presiden~ shat I preside at <br />al I mee~ings, and the Secretary shal I keep a true record of all <br />matters coming before the Board. The membership of the San Mar- <br />cos Library Board shal I draft By-Laws for the operation of the <br />Board and the conduct of its business. These By-Laws shal I not <br />be in confl ict with the provisions of this or any ordinance of <br />the City of San Marcos. <br /> <br />SECTION I I I AI I Department Heads and officials of ~he City of <br />San Marcos shal I be ava; lable to the Library Board for advise <br />and consultationr on request. The Library Board may, with ~he <br />approval of the City Manager, employ technical consultants, <br />recognized in ~he field of Library Science, should~he Board, <br />from time to time, find this service necessary for' ~he proper <br />conduct and operation of the Library.
