He said he had read that cost to the <br />City for .ticensing bicycles was approximately 41~, and <br />that a reasonable charge for the license would be $1.00. <br />It was recalled that a Bicycle Ordinance prepared by the <br />City Manager for consideration of the Counci I had been <br />turned over. to the Traff i c Comm i ss i on for study and recom- <br />mendation. By common consent, the Counci I agreed to re- <br />quest Mr. Fuller to ask the Traffic Commission for its <br />recommendation, to have the Ordinance ready for consid- <br />erstionat the regular meeting on December 14. <br /> <br />The Mayor open~d for discussion the possible uti lization <br />of a portion of Camp Gary as a site for a Residential Job <br />Corps TRaining Center uhder Title I A of Publ ic Law 88-452. <br />Mr. Taylor welcomed Dr. Wi II iam H. Crook, President of <br />San Marcos Academy and member of~he. Cit i zens Comm i ttee for <br />Camp Gary, who was app.f'o i nted by! 'fres ident on November 20 <br />to act as I ia i son between the San Marcos City Counc i I and <br />Wash i ngton on the Camp Gary project. The Mayor we I corned <br />Congressman Pickle and thanked him for his efforts in se- <br />curing Camp Gary for a beneficial program. Mr. Taylor <br />said we had heard the President say that Sargent Shriver <br />would be in San Marcos November 25, and asked Congressman <br />Pickle to explain whafthe Job Corps Training Center would <br />be. Mr. Pickle said thatCityManager Fuller could best <br />explain the program. Mr. Ful fer said the Job Corps Train- <br />ing Center closely paralel Is the Residential Vocational <br />School that San Marcos had applied for ~revibusly under <br />PL 88-201. One difference is that the job Corps Trainc <br />ing Centers will not be co-educational; men and women being <br />given training in different centers. The training period <br />has been reduced to a maximu~ of two y~ars. The students <br />wil I be provided by the Office of the Econo~ic Opport~nity <br />Act. Age group for Job Corps Training is 16-21. Mr. Fuller <br />said he had conferred with Dr. Otis Singletary, Director of <br />the Youth Corps, in Washington on Tuesday, November 17,1964. <br />Congressman Pickle expressed his appreciation to the Counci I <br />and to the citizens of San Marcos for their coo~eration in <br />advancing to this point in the uti lization of Csmp Gary. <br />He said: "The President has put us in business here, if we <br />can get together on detai Is". He announced that Sargent <br />Shriver, Director of the Economic Opportunity Act program, <br />wou I d be at Camp Gary Tuesday afternoon, November 24, i n- <br />stead of November 25, as ~nnounced earl ier. Congressman <br />Pickle asked if the City Counci I would give someone auth- <br />ority to act for the City of San Marcos when Sargent Shriver <br />arrives, someone who could discuss utilities, and answer <br />the many questirlns that will be raised in connection with <br />implementation of Camp Gary as a Job Corps Training Center. <br />The Mayor answered that a Resolution granting that author- <br />ity had been prepared for consideration by the Council; <br />that the City would be ready with its part of the Conference <br />on Tuesday. <br /> <br />T~T <br /> <br />I <br /> <br />I <br /> <br />I <br />
