It is recommended that the Counci I, by Res- <br />olution, appoint the people who served as members of the <br />Steering Committee for Camp Gary as a San Marcos Committee J <br />for Community Action Programs, and that this Committee be <br />authorized to investigate what, if any, beneficial use can <br />be made locally for Title II programs. " The City Manager <br />had issued a Memorandum to the Counci I outl ining some of <br />the avai Jable programs under Title I I. <br /> <br />The matter Was discussed. Alderman Ruiz enquired whether <br />the people recommended for appointment had been asked to <br />serve; he expressed the opinion that Title II programs were <br />very different from the Camp Gary project and that he felt <br />that not more than half would be wi lling to serve. After <br />further discussion, the Mayor offered to contact the pres- j <br />ent members of the Steering Committee of "Citizens for Camp <br />Gary", and if they would not serve, he would present other <br />names for consideration at the next Council meeting. Alder- <br />man Tuttle moved that the Steering Committee of "Citizens <br />for Camp Gary", as their nameB are shown in the Minutes of <br />previous meetings, be appointed to a San Marcos Committee <br />for Community Action Programs. Alderman Pool seconded the <br />motion, which passed unanimously. <br /> <br />City Manager-Planner Fuller presented a preliminary G.N.R.P. <br />plan p~epffred by himself and the engineer. Using a map on <br />which tentative boundaries were outlined, Mr; Fuller explain- <br />ed which areas would require total clearance, and which, gen- <br />era I up-grad ing and re-deve I opment. He showed two minor <br />changes on the boundaries as previously drawn, and explained <br />the reasons for the change. Mr. Fuller said that after Coun- <br />ci I approval, the plan would be taken t~ the Planning & Zoning <br />Comm i ss i on for rev i ew, and to the Loca I Pub I ic Agency. It <br />would then be brought back to the Counci I for final review and <br />approval. He said he hoped to have the plan ready to submit <br />to Housing and Home Finance Agency in Ft. Worth prior to Jan.l, <br />1965. After thorough discussion, with questions and answers, <br />Alderman Pool moved that, by common consent, the Council in- <br />struct the City Manager to proceed with all possible speed to <br />prepare the application for a planning and survey grant. Alder- <br />man Ruiz seconded the motion, which passed unanimously. <br /> <br />Alderman Whittenberg suggested that two patrolmen be assigned <br />for foot duty around the Square to control traffic violations. <br />Alderman Serur asked if the budget would allow hiring one more <br />patrolman. Mr. Fuller said one man was being interviewed at <br />the present. Alderman Tuttle cal led attention to the great <br />number of people who make U-turns on the streets around the <br />Square, and endorsed Mr. Whittenberg's suggestion to have a <br />patrolman assigned to foot duty. <br /> <br />The meeting adjourned at 9: 15 p.m. <br /> <br />f'f'l <br />
