The Council was advised that the Corps of Engineers <br />had received an al'otment of funds for use during the <br />fiscal year (1965) to initiate a study on the Blanco <br />and San Marcos Rivers and tributaries in the vicinity <br />of San Marcos. The scope of the study wi I I be flood <br />control and al lied water purposes. The City Manager <br />has been advised by Mr. F.E. Clary, Corps of Engineers, <br />Fort Worth District, that he wi I I be in San Marcos on <br />December 16th to arrange for an auditorium or meetrng <br />hall to be used by the Corps to conduct a public hear- <br />ing on this project... You wi II be advised later as to <br />the date, time and location of the public hearing. <br /> <br />I <br /> <br />2. The City received a letter from Mr. J.M. Owen, Assist- <br />ant District Engineer, District. 14, Texas Highway De- <br />partment, advising that the Highway Commission had, <br />by Minute No. 5940, estab I i shed the speed I i m its on <br />the Expressway through San Marcos at 70 mph-day, and <br />65 mph-night. State Law does not permit cities to zone <br />above 60 mph; this must be done by the Highway Commiss- <br />ion. The speed limits estbalished by City Ordinance on <br />the frontage roads are in ~o way affected by this change. <br /> <br />3. The City Council~ by Ordinance, established the City of <br />San Marcos Library Board. This Board has met, organized, <br />and is functioning. The Library Board, in .conjunction <br />with the Friends of the Library, decided to request do. <br />nations for the construction ofa public library. A <br />general fund drive for library construction wi IJ probab- <br />ly be made at a later date....lt is possible that some <br />individuals may be interested in making a donation duri.ng I <br />the present calendar year sO it wi I I be included in the <br />1964 income tax return. Monies... received wi II be held <br />unti I defi~ite plans are made on the construction of the <br />bui Iding. This i.s of interest to the City as funds coLl- <br />ected may be used for "match i ng" purposes for funds ava il- <br />able from Federal or State levels. <br /> <br />In "Item 4", fol lowing, the City Manager made a recommendat- <br />, on: <br /> <br />4. <br /> <br />Under an agreement between the City of San Marcos and <br />the Department of Commerce, Bureau of Fisheries,dated <br />June 27, 1936, and revised February 12, 1942, the City <br />agreed to fu~nish water and sewage services at a rate <br />lower than that norma II y charged for such serv ices. It <br />is recommended that the City Manager be authorized to <br />notify the Fish and Wildlife Service the City intends <br />to terminate t~js agreement and that the charges for <br />services provided to the Fish and Wi IdJife Service wi II <br />be on the same bas is as other ut i Ii ty, users. <br /> <br />\. <br /> <br />The matter was fu I I y discussed. Alderman Ru iz moved that <br />the City Manager be authorized to notify the U.S. Fish and <br />Wildlife Service that the City intends to terminate the <br />agreement, and that in the future, charges for services wi II <br />be on the same basis as other utility users.
