Discussion follo,,'ed, with Aldermen asking questions to clarify the City's position. The Mayor asked if the City would be furnished figures and schedule of amortization before act- ual acquisition, and the City Manager answered in the affirm- ative.. The Mayor asked if there would be a"reversionary" clause in the airport acquisition. The City Manager said only insofar as any property once owned by the Department of Defense is affected: in the event of a nat i ona I emeregency, I the Government wi I I take any property needed for defense. After further discussion, Alderman Pool moved that the City Manager be authorized to proceed with al I haste with the acquisition of the uti lity lines and airport faci lities. Alderman Whittenberg seconded the motion, which passed unani- mously. Alderman Ruiz asked the reasoning behind the reservation of the housing for the Training Center. Mr. Ful IeI' said the City had origindl Iy requested it, bnd he felt it was retained as an added inducement to get teachers for the Job Corps Training Center. It was brought out that since it would have been revenue-pro- ducing, the City would have had to buy the housing Units from GSA, and that the profit would have had to go into the Airport Fund. Alderman Ruiz commented that possession of the housing units would have provide&proof nf the City'~ abi lity to main- tain the Airport. Alde~man Whittenberg enquired about the additional personhel requ i red to perform the servi ces at the Job Corps Tr.ai n i ng Center, "ith specific. reference to the present trained Civil Service employees at Camp Gary. Mr. Ful IeI' said they would be offered employment with the City, adding that their specia~- ized training would entitle them to a higher wage scale. I Aiderman Ruiz pointed out that this wou1d require an amend- ment to the City's personnel policy~ The CityManage~ said present City employeeslVould be gi'ven an opportunity to qua.l- ify for fire protection jobs at Camp Gary, making it possible to rotate personhel. The City Manager commented on the tight schedule required by all participating groups to put Cam~Gary in readiness to re- ceive staff early in February. By MarchI, some 300 students are expected. By October I, 2000 students are expected to be enrolled. On motion of Alderman Pool and second of Alderman Serur,the Council unanimously voted at 11:50 a.m. to recess the meeting, to reconvene at the cal I of the Mayor.
