He stated <br />he had a couple of th i ngs he, wanted to bring before the <br />Council as a citizen :whohad had much previous experience <br />with law enforcement in the United States and abroad. He <br />~aid the designation of Camp Gary as a Job Corps Training <br />Center for young men was going to pose police problems for <br />San Marcos; he read a loud two recommendat ions to the Counc ii, <br />furnishing the following copy to the City Secretary: <br /> <br />"I. That by February 1,1965 there be a minimum <br />number of 'enforcement' Pol icemen (excluding <br />meter men) employed to represent a ratio of <br />I Police per each 1000 San Marcos population <br />(14 Police per 14,200 Pop.) <br /> <br />I <br /> <br />2. That the minimum starting pay be $300 monthly, <br />a~d that the City provide: <br />~. Initial Unif~rm to include cap. shirt, pants, <br />shoes,raincoat, and all-weather jacket. Also, <br />gun, gun harness, and ammunition to include ann- <br />ual qualification over a standard Police Target <br />Course. And that there wi II be a $50.00 annual <br />uniform replacement allowance. (This second <br />recommendation appties to meter men as wel I as <br />'enforcement Policemen). " <br /> <br />Co I. Hill sa i d he had had an appoi ntment wi th Ch i ef of <br />Police Bob Miles of Austin at 4 o'clock that afternoon <br />and had checked the FBI standard of I policeman for each <br />thousand persons in a city. Col. Hi II said he was not offer- <br />ing the recommendation in a spipitof criticism of the City I <br />Manager. or of the City Counc i I; that he was we I I aware, of <br />the "p~oblem of do~ lars"irivolved. He also stated he had <br />not discussed his recommendations previous to the meeting <br />with the City Manager, theCh i ef of Po Ii ce, or the Corpor- <br />ationJudge. ' <br />The Mayor thanked Col. Hi I I for his interest, and stated <br />that the Police Department was i~ the process of being in- <br />creased at the present, and that asenro II mentat the Camp <br />Gary school increased, there would be more patrolmen em- <br />ployed. <br /> <br />Under "City Manager Items., the Mayor referred to a letter <br />of resignation from S.H! L~99itt,member of the Planning & <br />Zoning Commission. The resignation was accepted with regret, <br />and the Mayor agreed to subm i tthe name of a' person' to fill <br />the vacancy. at the next meeting. <br /> <br />Alderman Pool introd~ced a Resolution authorizing the Mayor <br />to execute quit-claim deeds to the State Highway Department <br />for rightcof-way needed for I 35. The Resolution waS read <br />infull and Alderman Pool moved its adoption~ AJderman <br />Tut~le seconded the motion, and on rollcal I, the fol lowing <br />v.ote was recorded: <br /> <br />I <br /> <br />AYE: <br />NAY: <br /> <br />Pool, Ruiz, Serur, Tuttle, Whittenberg <br />None <br /> <br />The Mayor declared the Resolution Passed and Approved. <br />A copy of the Resolution is made a part of the Minutes. <br />
