<br />I <br /> <br />I <br /> <br />I <br /> <br />- <br />-- <br />-= <br />;- <br />~ <br />:"".1 <br />~ <br /> <br />regular meeting, january II, 1965, page three <br /> <br />On motion of Alderman Serur and second of Alderman Pool, <br />the Counci I agr6ed, by commo~ consent, to th~ use of the <br />Recreation H~II by the Balco~es Garden Club on Apri I 9, <br />10, II, 1965, without charge. <br /> <br />The City Manager informed the Counci I'that the public <br />hearing on the Blanco-San Marcos River Study by the Corps <br />of Eng i neers had been set for February 25, 1965, at the <br />Recreation Hall in City Park. <br /> <br />The City Manager stated that the City's Engineer and the <br />City Manager/Planner have been scheduled to meet with the <br />Local Public ~gency on January 14 to go over the final draft <br />of.the GNRP. LT. Banister, Director of LPA, was recognized <br />by the Mayor, and said: .M~.Fuller said he'd like ~o c6me to <br />our meeting. Is .he going to ask us something? The Mayor <br />replied: "It's not a 'must' - we would lik~ to think you ap- <br />p~ove of what we're doing". The Ci~y Manager said: nWhat we're <br />do; ng i sto subtil it a projected study area. If LPA conCurs, there <br />will be Resolutions tri pass." Mr. Banister, referring his quest- <br />i on to the Mayor,sa i d: "BaCK to the Dec. 14 meet i ng - was that <br />the first time you had knowledge that the LPA made application <br />for the Chautauqua Hills? Did that come as a surpr i seto you?" <br />City Manager Fuller said: "There is a ~uestionh~re that could <br />be cleared up. The LPA is the City's designated agency - the <br />LPA is the Ci ty' soperat i ng agency, in 'the Same manner that the <br />Local Housin~ Authority is. Any person can submit a proposal, <br />~ven a citizen. However, it would be submitted for approval tp <br />LPA. TheCha i rman of LPA will execute the app I i cat i on. Endors- <br />ing the application are Resolutions by the City and the Planning <br />and Zoning Commission. The Counci I must approve; LPA is an agency <br />of the Counci I. We've 9'P,t this sort of out of position... It (Chau- <br />tauqua Hi II Project SurVey and Planning Application) should have <br />gone toLPA first. I think LPA understands why it has come about- <br />i~ was to expedi te." A I derman Poo I asked: "When will LPA pass on <br />it?" The City Manager replied: "I am in hopes, Thu~sday night. <br />That would bring it in less than ten days, back to the Counci I. <br />Does that answer your question, ~r. Banister?" Mr. Banister said: <br />"I guess I'm confused. The City Counci I created the LPA.... but <br />back to the last meeting (Dec. 14).... you toldhim;c..' not unti I <br />the City approves...' You talked to us about cooperation, but we <br />don't know what you're going to do." Alderman Ruiz said: "We were <br />told at the Dec. 14 meeting that the application would be ready <br />to go to Fort Worth 'before Jan. I'... something has got to be done <br />to get this project on the ~oad~" Th~ Mayor reminded the Counci I of <br />how many other things had had to come before the City in December, <br />demandingpr10rity. ' <br /> <br />The City Manager gave a report on the acquisition of right-of-way <br />for RM 12. He explained that two fami lies had to be relocated, <br />in the process of acquiring right-of-way, and that the City had <br />purchased a tract of I and on Mill Street,c,?ns i st i ng of Lots 18 <br />and 29, and ~ of Lots 19 and 28 of the A.M. Ramsay Addition, 239.95 <br />feet frontage, J 60 feet in depth. The property has been resubd i v- <br />ided to provide four standard lots, as shown on a plat provided <br />the Council. Mr. Fuller stated the Planning and Zoning Commission, <br />holding its meeting concurrently with the Counci I, had just re- <br />ported through Chairman Carl Christman approval of the re-platting <br />of the property. He requested Counci I approval of ~he City's <br />acquisition of the property for $2400, and replatting of the parcel. <br />
