<br />regu I ar meet i ng, may 10, 1965, page three <br /> <br />AYE: <br />NAY: <br /> <br />Froh, Pool, Tuttle, Whittenberg <br />None <br /> <br />The Mayor declared the Ordinance Passed, Approved and <br />Adopted. <br /> <br />I <br /> <br />The matter of appointing a committee to administer <br />programs under the Economic Opportunity Act of 1964 <br />for which the City wi I I apply was discussed. Alder- <br />man Froh moved that the City Manager be authorized <br />to appoint a committee of not more than four persons, <br />with Mr. Fuller as chairman, to develop programs. <br />Alderman Pool seconded the motion, which passed unani- <br />mously. <br /> <br />Alderman Froh introduced the matter of the City's need <br />for funds to make necessary improvements. Mr. Froh said <br />he could see no other way but by cal ling a bond issue. <br />Alderman Whittenberg said the Council had already discuss- <br />ed the matter mamny times before Mr. Froh was elected to <br />the Counci I, and he was glad to know how he felt about the <br />bond issue. The Mayor said that al I of the Counci Imen were <br />aware that the needed improvements could not be provided <br />through tax income. <br /> <br />Mrs. James Moore came before the Counci I to ask their <br />support in encouraging downtown merchants to fix up their <br />bui Idings. <br /> <br />I <br /> <br />Paul Harris came before the Counci I to protest his dis- <br />missal from the Police Department as a dispatcher. The <br />Mayor read aloud a section of the Personnel Policy, and <br />informed Mr. Harris that he should first complain to his <br />immediate supervisor, and then to the City Manager, before <br />bringing the matter to the Counci I. He thanked Mr. Harris <br />for coming, and advised him to talk with the Chief of Pol- <br />Ice and the City Manager before appeal ing to the Counci I. <br /> <br />The City Manager gave a requested projection of the City's <br />needs for the next five years, with a rough estimate of the <br />cost of the improvements. Mr. Ful fer discussed the City's <br />needs in the areas of Water, Sewage, Streets and Bridges, <br />and Community Facilities. Cost of providing adequately al I <br />the services needed was approximately $1,800,000.00. Mr. <br />Fuller emphasized that these were not exact figures. Con- <br />census of the Counci I was that the City should seriously <br />consider cal ling a bond issue. The City Manager agreed to <br />get more definite information for the Council on the mechan- <br />ics of a bond issue. Councilmen commended Mr. Fuller for an <br />excel lent presentation. <br /> <br />I <br /> <br />Alderman Whittenberg moved that, if the City had not acquir- <br />ed the Gary runways for a Municipal Airport within 90 days, <br />restroom facilities be installed at the present municipal <br />airport. Alderman Tuttle seconded the motion, which passed <br />unanimously. <br /> <br />The Counci I adjourned at 10:25 p.m., to reconvene at 2:00 p.m. <br />Wednesday, May 19, at which time a canvass of the Special <br />Election for Alderman wil I be made by the Council. <br /> <br />Q <br />-u <br />;~ <br />Q:; <br />~ <br /> <br />......, <br />:Jt.f <br />
