<br />The Mayor called the meeting to order at 7:30 p.m. He welcomed
<br />members of the Local Public Agency (Urban Renewal Agency) and
<br />the Planning and Zoning Commission, who had been invited to the
<br />joint meeting to discuss the Workable Program and the future of
<br />the River Project and the General Neighborhood Renewal Program
<br />in San Marcos. A cordial welcome was also given the large group
<br />of interested citizens present. Mr. Serur, in eXplaining the
<br />purpose of the joint meeting, told those present that in an
<br />Executive Session fol lowing .the regular meeting the previous
<br />night, it had been found that the City Manager had prepared the
<br />Workable Program in a proper manner and the Counci I had given him
<br />a unanimous vote ofconfidence. The present session was to clear
<br />up any questions in the minds of the citiz~ns, and members of the
<br />two boards, Mr. Serur stated, and added: "I ask you not to indulge
<br />in personalities and recriminations. We wi II not tolerate that
<br />type of meeting." The Mayor then explained the background of the
<br />present delay in rece~tification of the Workable Program, and
<br />stated that he had talked to the regional office of HHFA in Fort
<br />Worth that morning, and had received a telegram from the office
<br />just before the meeting. Mr. Serur assured the people that the
<br />matter would be straightened out, and invited them to inspect a
<br />large number of exhibits displayed on a board. These included
<br />all the copies of the Workable Program since the first one ap-
<br />proved in 1962, with certificates showing recertification, maps,
<br />charts, required codes and ordinances, etc. The Mayor said:
<br />"A tremendous amount of work has been done by Mr. Fuller. The
<br />Counci I and the City Manager have been pushing fop this program,
<br />but we must have the cooperation of every agency. If we do not
<br />work together and assist each~other and forget about personal ities,
<br />we wi\ I not be able to achieve the things for San Marcos that we
<br />wish to. I ask for this cooperation, and I trust that this wil I
<br />be done. It must be done."
