He referred to "the gentleman who spoke
here last night" and read a newspaper story reporting
the meeting (see Austin American, June 15, 1965). Mr.
Whittenberg said: "I have here a recommendation made to
the City Council on March 3, 1964, for consideration at
the March 9, 1964 meeting, which I would like to read".
(See Gar I and Stokes' proposa I, March 3, 1964 Minutes).
At the conclusion, Alderman Whittenberg asked a question:
"I would I ike to ask you, if at the time this proposal
was made, when Mr. Stokes was on the Counci I and had the
opportunity to observe the work of the City Manager very
closely, why, now that he is not on the Counci I, WHY has
this man suddenly changed his mind? Thank you."
Mrs. Caro I yn Chand I er, reporter for the Hays County:' C i t i zen,
asked about the Citizens Advisory Committee. The Mayor
said it had been appointed by Mayor Taylor, with Rodgers
Storey as Chairman. Mrs. Jerri Veidt, KCNY, said she had
talked to Leonard Church, regional director of HHFA in
Fopt Worth, after Mr. Serur received his telegram. She
quoted Mr. Church as saying that the Citizens Committee
must have held a meeting before the Workable Program can
be certified. Mrs. Bennie Wicker asked if the Citizens
Committee planned to have regular meetings in the future
and the City Manager said: "Yes." The Mayor stated:
"We want you to know that Urban Renewal has not been
dropped: it has been sidetracked because of other things -
mainly Gary. Gary Job Corps Training Center would not be
a reality today if we had not given it precedence. This
man sitting over there (indicating the City Manager) -
I am here every day and I know what work he does. I'll
commend a man when he's doing a good job. This town has
had so many things come its way. Most towns would be
thankful to have just one. Our City Manager is working -
I keep up with him!" Alderman Whittenberg read aloud a
Recommendation to the Counci I from the Citizens Committee
for Camp Gary", dated March 9, 1964 (see Minutes, that date).
Alderman Pool read aloud a Resolution passed by the Counci I
at its December 20, 1963 meet i ng, commend i ng Mr. Full er for
his presentation of a traffic problem to the Texas Highway
Commission, and his suggested solution.(See Dec.20,1963
Minutes). Alderman Froh stated that the issue in question
was the $32,000 grant for planning the next project: "The
man who doesjtJhe planning will get the money; if Mr. Fuller
does the pla'nning, the City wi II get the money. It seems
to me that somebody doesn't want Mr. Ful IeI' to do it".
Mrs. Chandler asked about the status of the City Manager:
"Is Mr. Fuller in full charge as City Manager or on some
sort of leave? Who is the City Manager?" The Mayor ans-
wered: "Mr. Ful IeI'. He has assistants". The Mayor indi-
cated the exhibits on the display board. Assistant City
Manager McElroy showed the maps, explaining the data de-
lineated on each. The Mayor said the City hoped to get the
planning contract for the River Project and GNRP. "If not,
we would ask that LPA at least work closely with the City",
Mr. Serur said. Before adjourning the meeting at 8:30 p.m.,
the Mayor thanked the large number of citizens present for
their interest, and asked that they continue to attend
Counci I meetings.

I

I

I
