Alderman Damon <br />asked what interest, what investment the City has in re- <br />gard to the River Project: "If we cancel out, what would <br />this involve?" The Mayor said an exact answer could not <br />be given, but that months and years of work had been <br />invested; countless maps had been made; that plans for <br />the proj ect were pract i ca. I 1 y comp I eted. Alderman Wh i tt- <br />enberg cal led for the question. Alderman Pool said the <br />General Neighborhood Renewal Plan under preparation <br />would be of tremendous benefit to San Marcos, as it had <br />proven in many large cities and smaller ones. "Here, at <br />least, we have the opportunity to get control of one <br />bank of the River for a park - it's a great step in con- <br />servation", Dr. Pool said. Alderman Froh asked if Dr. <br />Pool could guarantee that they'd get control of the River, <br />and if it could be got "for nothing". Dr. Pool said: <br />"I didn't say 'for nothing' - you don't get anything <br />for nothing. I say it's unfair to the peopl~." Alderman <br />Damon said he questioned the advisabi lity of hasty action <br />at the present meeting, and expressed concern that coop- <br />erative agreements between the City and the Federal Gov- <br />ernment might have contractual obligation. He said there <br />was also a moral obi igation for the Counci I to perform as <br />instructed by the voters in the referendum. The question <br />being cal led for again, the Aldermen were pol led with the <br />fol lowing result: <br /> <br />I AYE: Froh, Tuttle, Whittenberg <br />NAY: Damon, Pool <br />The Mayor declared the motion carried. <br /> <br />The Mayor said he was obligated tofi I I the vacancy on <br />the LPA, which would continue to function unti I the ChaH- <br />tauqua Hi 1 I Project was completed. He proposed Jerry Moore <br />to fi I I the Vacancy created by Dr. Wi Ison's resiBnation. <br />The Counci I approved the Mayor's appointment, by common <br />consent. <br /> <br />The Mayor announced that the terms of three members of <br />the Planning & Zoning Commission were due to expire. A <br />letter of resignation had been received from Carl Christman, <br />who had served as chairman. The Mayor proposed the reap- <br />pointment of Jesse Adams and Luciano Flores, jr., and the <br />appo i ntment of James L. Carney. Alderman Poo I moved ap- <br />proval of the Mayor's appointments.
