Alderman Damon asked if a bond issue <br />would be the source of funds for water facilities <br />improvements. The Mayor said: "I would think so". <br />In answer to a question, the City Manager said there <br />would be a deadline on beginning and completing the <br />study and survey of the City's needs. Alderman Pool <br />moved that the Counci I accept the two grants - P-Tex- <br />3274 and P-Tex-3275. Alderman Damon seconded the <br />motion and on rol I call, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Whittenberg <br />None <br /> <br />I <br /> <br />The Mayor declared the motion passed. <br /> <br />Mr. Serur introduced Isom Hale of Isom Hale & Associates, <br />consulting engineers for the City. Mr. Hale said he was <br />glad to meet with the Counci I. He explained that an <br />eng i neer must operate through the Counc ii's du I y author- <br />ized agent, which in this case is the City Manager. He <br />reviewed the work done for the City of San Marcos. Mr. <br />Hale gave the Counci I pertinent data about his training <br />and background in engineering work, and outlined an <br />engineer's code of ethics In accepting contracts for <br />work. He explained the difference between a comprehensive <br />plan, a preliminary plan, and a final design plan. <br /> <br />Discussion followed, with Mr. Hale answering questions <br />put by Counci Imen. Alderman Froh moved that the Counci ( <br />"accept Mr. Hale for this part of the planning". Alder- <br />man Pool seconded the motion. There waS further discuss- <br />ion on the matter, with special emphasis on the time ele- I <br />ment. Mr. Hale suggested that the only action the Coun- <br />ci I coul~ really do at the present time was to instruct <br />the City Attorney to prepare the contract documents. <br />Alderman Damon said that unless action were mandatory, <br />he would prefer that more time be given to study the matter. <br />Alderman Whittenberg moved that the Counci I enter into a <br />contract with Mr. Hale on the sewer system improvement <br />study (P-Tex-3273). The Secretary reminded him there was <br />a motion before the Counci I. The Mayor asked Mr. Hale how <br />much work he had done on the sewer system. He said none <br />on that specific part of the City's plan, envisioned under <br />the planning advance. After more discussion, it was agreed <br />to amend Mr. Froh's motion to read:"1 ~gve we accept Mr. <br />Hale for work on the public works planning advance for im- <br />provement to the sewer system (P-Tex-3273)". The question <br />being cal led for, the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />The Counci I agreed by common consent to sponsor an NYC <br />program for Hays County, the City's share to be 10% of <br />the cost, to be given "in kind". <br /> <br />I <br /> <br />The Mayor said he had been asked by a good many people <br />about the status of the City's finances. He said he had <br />just checked with Mrs. Nancy Kreczmer, Finance Officer, <br />
