Alderman <br />Froh moved the approval of the two Resolutions author- <br />izing the Mayor to execute the Agreements for Project <br />No. P-Tex-3274 and Project P-Tex-3275. Alderman Pool <br />seconded the motion and on 1'01 I cal I, the fol lowing <br />vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the Resolutions Passed and Approved. <br /> <br />I <br /> <br />The Mayor read a letter from General Services Administ- <br />ration regarding the purchase of the "Slough Tract" of <br />the former U. S. Fish Hatchery property. I tread, in <br />part: "Unless otherwise instructed, we have been auth- <br />orized to accept the City's offer to purchase this prop- <br />erty on Nov. 29, 1965. However, the 90-day per i od from <br />the date of the City's offer wi II elapse on Nov. 24, 1965. <br />If the City is agreeable to its offer continuing for an <br />additional five days to Nov. 29, 1965, please indicate <br />its consent to this arrangement by signing the spaces <br />be low. . ." A I del'man Damon moved that the Mayor be aut.hor- <br />ized to sign the consent to an extension of the offer for <br />five days on the "Slough Tract". Alderman Whittenberg <br />seconded the motion. John Stokes was recognized from the <br />floor. He asked whether the City wel'e buying property <br />from the Federal Government to lease to a private enter- <br />prise. The Mayor explained that the City had to protect <br />the road through that property. A general discussion en- <br />sued, with Councilmen, Mr. Stokes and Leland Jackson ex- <br />pressing their views on the pUl'chase of the Slough Tract <br />and subsequent lease to Aquarena, Inc. for the purchase <br />pl'ice. Alderman Froh said he would I ike to have the City <br />Attorney's opinion on the matter. There was further dis- <br />cuss ion. A I dem an Damon I'estated his mot i on, add i ng an <br />amendment to the effect that the City Attorney should be <br />requested to give a legal opinion on the question raised. <br />On the question be cal led for, the fol lowing vote was <br />I'ecOl'ded: <br /> <br />I <br /> <br />AYE: <br />NAY; <br /> <br />Damon, Froh, Pool, Whittenberg <br />None <br /> <br />The Mayor declal'ed the motion carried, and signed the <br />letter as requested and authorized. <br /> <br />Alderman Froh moved that the Counci I send a representative <br />to Houston as soon as possible to confer with Federal <br />Av i at i on Agency to I earn what will be requ ired in the way <br />of maintenance, when the air faci lities at Gary al'e trans- <br />ferred to the City. Alderman Damon seconded the motion. <br />It was stated that James Hal I had been issued a contract <br />to survey the area at Gary to be transferred. The matter <br />was discussed. The roll being cal led, the fol lowing vote <br />was recorded: <br /> <br />I <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />Mr. Serur appointed Alderman Pool to make the trip to <br />Houston and requested B.R.
