The particular situation affecting Mr. <br />Holt's petition and the location of his property in re- <br />lation to existing City water 1 ines was discussed. <br />Alderman Pool moved that the petition for annexation be <br />received. Alderman Froh seconded the motion and on rol I <br />cal I, the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Tuttle, Whittenberg <br />None <br /> <br />I <br /> <br />The Mayor declared the motion carried. <br /> <br />The need for a "Stop" or "Yield" sign where Invasion <br />angles into Guadalupe was discussed. It was explained <br />that the change to One-way traffic on the 135 access <br />roads had resulted in complicated traffic patterns. <br />Counci Imen examined a City map and discussed the problem. <br />Alderman Froh moved that a Stop or Yield sign be placed <br />on Invasion Street. Alderman Pool seconded the motion <br />and on roll ca", the following vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Tuttle, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />The Mayor introduced the need for a new dog pound. He <br />described the inadequate, unsanitary condition of the <br />present pound, and stated it would be more practical to <br />bui Id a new one than to try to bring the present one up <br />to minimum standards of sanitation and humane treatment <br />of animals. Cost of a new pound Was estimated at $2800. <br />The Mayor said he had consulted with Dr. Tickle, City <br />Veterinarian, Jack Major, Sui Iding Inspector, and <br />Larry Gordon, Pound Master, for suggestions and recom- <br />mendations. Alderman Pool moved that the Mayor's pro- <br />posa I for a new dog pou nd be approved by the Cou nc i I . <br />The motion died for lack of a second. In further dis- <br />cussion, Counci Imen asked Mr. Serur to get a more de- <br />tailed estimate of the cost of a dog pound, for con- <br />sideration at a future date. <br /> <br />I <br /> <br />Mayor Serur reminded the Counci I that an engineer should <br />be named in the near future for the Planning and Survey <br />Advance studies, since only 150 days were al lowed for <br />completion. Alderman Pool initiated adiscusaion of the <br />water problem in San Marcos. The Mayor said: "It's very <br />critical. We may not have enough water next Summer. We're <br />taxing our present system to the limit. An engineer has <br />to do this (pla~ning) work. " <br />Alderman Damon proposed a 5-point declaration of Council <br />policy and objectives, and moved its adoption. A copy of <br />the prepared statement is attached as a part of the Minutes. <br />A I derman Wh i ttenberg seconded the mot i on. There was fu II <br />discussion of Mr. Damon's statement of policy. The Mayor <br />said: "I go along with you on those recommendations, but <br />right now ~e n~ed water!"
