He reminded the Counci I that Isom Hale had <br />already been engaged to do the planning and survey on <br />sewer faci lities. Alderman Froh suggested that the <br />City wait until the Urban Renewal Agency hires a plan- <br />ner-engineer. HI think it would be commendable for us <br />to cooperate with them and come up with the same engineerH, <br />Mr. Froh said. The Mayor reminded the Counci I that the <br />water problem was not part of the Urban Renewal project. <br />Alderman Damon expressed the opinion that it might be a <br />Hbusiness-like arrangementH to hire the same engineer that <br />LPA (Urban Renewal Agency) selected. Alderman Pool moved <br />thatHthe Counci I retain Isom H. Hale as an engineer on a <br />retainer basis, just as we do our City Attorney, so that <br />his services would be available to us at al I timesH, <br />There was no second to the motion. Alderman Froh comment- <br />ed: Hlf the proper procedure had been fat lowed.,. if Isom <br />Hale had brought his brochure in here I'd be the man to <br />back himH. <br /> <br />The Mayor announced that the City Attorney was preparing <br />a legal opinion on the HSlough TractH negptiation. <br /> <br />I <br /> <br />Alderman Pool gave a report on the trip to Houston to <br />talk to personnel in the FAA office about requirements <br />for the new Municipal Airport at Gary. A copy is attach- <br />ed. Dr. Pool said they had found tha~ an airport manager <br />and a fixed base operator would have to be employed: that <br />the HFBOH could not act as Manager of the Airport. He set <br />forth the duties of both positions. He also reported that <br />considerable damage had been done the hangar while it was <br />unoccupied, and th~t it would be the City's responsibi lity <br />to renovate and maintain the hangar. Alderman Damon said <br />he wished to extend his personal appreciation to Dr. Pool <br />for the time and effort he had put on the Airport project. <br />He suggested the Mayor appoint a three-man committee, with <br />Dr. Pool as chairman, to consult with Dr. Baker, to see if <br />the trainees at Gary Jdb Corps Center could assist in the <br />repair of the hangar; and to hire Joe Gafford as HFBOH as <br />soon as the hangar is repaired. Alderman Froh said he would <br />like to carry the suggestion a little further, and ask the <br />Mayor to appoint an aeronautical advisory committee to work <br />with the three-man committee, so that more people in the <br />community would be drawn into the project. He suggested <br />as some of the persons who might be appointed; Tom Buckner, <br />Don Ennis, Dr. Charles Jarvis and Rex Reddel I. The Mayor <br />commended Alderman Froh for the suggestion. Alderman Froh <br />moved that the Counci I authorize the Mayor to appoint three <br />Counci Imen to confer within 24 hours with Dr. Baker, Gary <br />Job Corps Center Director, and the Corps of Engineers. He <br />suggested the three Aldermen be Dr. Pool, Mr. Tuttle and <br />Mr. Damon. Alderman Whittenberg seconded the motion and on <br />roll call, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Tuttle, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried, and named the three <br />Aldermen suggested as the Airport Committee. <br /> <br />Alderman Froh moved that the Mayor appoint an Aeronautics <br />Advisory Committee to assist the Council when members are <br />cal led upon to expedite matters, and suggested that the <br />
