64 <br /> <br />Regular Meeting <br /> <br />May 26, 1981 <br /> <br />Page 2 <br /> <br />Mr. James introduced for consideration a Resolution, the caption <br />which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT RESOLUTION OF JANUARY <br />12, 1981, WHICH DECLARED THE POLICY OF THE CITY COUN- <br />CIL FOR THE REAPPOINTMENT OF MEMBERS AND BOARDS, COM- <br />MISSIONS AND AUTHORITIES OF SAID CITY TO THE SAME <br />BOARD, COMMISSION OR AUTHORITY, TO EXEMPT THE BOARD <br />OF EQUALIZATION FROM THE TERMS OF SAID RESOLUTION <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to adopt the Resolution and Mr. James seconded <br />the motion, which passed unanimously. <br /> <br />Mr. James asked to receive the Master Plan progress report from Mr. <br />Randy Hankamer of Freese and Nichols. We are presently in Phase III <br />of the Master Plan. Phase I put together the interim Zoning Subdi- <br />vision Ordinances. Phase II was the citizen-input meetings from the <br />neighborhood sector. Phase III is the actual writing of the draft <br />of the Master Plan. Phase III began January 12, 1981 and we have <br />seven months for completion, which will be August 12, which will <br />include a public hearing before the Council. On May 21, the Master <br />Plan Committee held a public hearing to consider the Master Plan <br />draft which covers the overall goals, sets the tone of the Plan <br />and represents the City's attitude towards the planning in San Mar- <br />cos. Mr. Hankamer advised the Council to pay especially close atten- <br />tion to the wording of the policies, because once the Plan is adopted, <br />it will be the official policy of San Marcos. The actual draft will <br />be completed by July 17. Prior to the final public hearing, Mr. <br />Hankamer suggested that there be a joint workshop with the Master <br />Plan Committee, Planning and Zoning Commission and the City Council <br />on the wording. Phase IV (after final draft), the Committee will go <br />back to the neighborhoods for more input on the womding and Phase V <br />the draft will come back to the Council for adoption of the final <br />plan. It will probably be winter before the Plan comes back to <br />Council for adoption. Mr. Hankamer suggested that the public hear- <br />ing date be extended to the end of August. Mr. John Morrisset, Chair- <br />man of the Executive Master Plan Committee, also suggested that the <br />date of the public hearing be extended until the end of August so <br />that the Council would have more time to properly review the Plan <br />prior to the public hearing. Mr. Hankamer then indicated that the <br />Land Use map in the Council Chambers is the only colored map and is <br />a graphic representation of the policies of the plan. It is his <br />recommendation that the Council sign the map as well as the Plan. <br />Mr. James asked City Manager Gonzalez to set a date for a joint <br />workshop and Mr. Gonzalez indicated he would get alternative dates <br />from the Council to set up the Workshop. A copy of the preliminary <br />master plan will be retained in Master File No. ADM 260 - May 26, <br />1981 Agenda Packet. <br /> <br />Mr. James introduced for consideration six nominees for the Board of <br />Equalization. The Council needed to vote for five to fill the 1981 <br />Board of Equalization. On roll call the following vote was recorded: <br /> <br />1. Nominee - Sammie L. C. Hardeman - Brown, Cavazos, <br /> James, Kreczmer, Norris and Mendez. <br />2. Nominee Betty Wotverton - Brown, James, Kreczmer, <br /> Norris and Mendez. <br />3. Nominee Dr. Ernest Ratliff - Cavazos, James and Norris. <br />4. Nominee Terry Lighthouse - Brown, Cavazos, James, <br /> Kreczmer, Norris and Mendez. <br />5. Nominee Steve Foster - Brown, Cavazos, Kreczmer and <br /> Mendez. <br />6. Nominee Margaret Hernandez - Brown, Cavazos, James, <br /> Kreczmer, Norris and Mendez. <br /> <br /> <br />
