No one wished to speak in fa- <br />vor of the Ordinance. Mr. Islas spoke against the Ordinance, indicat- <br />ing he did not wish for there to be any more bars of any kind in the <br />City of San Marcos. Dr. Ken Long opposed the Ordinance as well, indi- <br />cating he thoug~ that the citizens of San Marcos should be allowed to <br />speak in favor or opposition to bars being put in San Marcos in public <br />hearings. No one else wished to speak and Mr. James closed the public <br />hearing. Mr. Joe Garza defined conditional use permit as the permits <br />approved by Staff, with no public hearings; and specific use permit as <br />the permit required to go before Planning and Zoning for approval, then <br />on appeal to go before the City Council, which also allows for public <br />hearings before Planning and Zoning and Council. Mrs. Norris moved to <br />approve the Ordinance and Mr. Cavazos seconded the motion, to get it <br />on the table for discussion. Mrs. Norris and Mr. Brown spoke in opposi- <br />tion to the Ordinance because they felt the public should be allowed to <br />speak in favor or against bars being put in San Marcos and that public <br />input was needed in making such decisions. On roll call, the following <br />vote was recorded: <br /> <br />AYE: Cavazos and James. <br /> <br />NAY: Brown, Kreczmer, N¢~rris and Mendez. <br /> <br />The motion failed. Mr. James instructed Staff to bring other alcoholic <br />beverage ordina~nces into conformity with Council"s action. He also re- <br />quested Staff to present to Council at a future time strengthened cri- <br />teria for the granting of specific use permits. <br /> <br />Mr. James introduced for consideration the approval of pick-up truck <br />bidding. Mr. Cavazos moved to accept the bid of Chuck Nash Chevrolet <br />for the four pick-up trucks, less the deductibles, and Mrs. Norris <br />seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, Kreczmer, Norris and Mendez. <br /> <br />NAY: James. <br /> <br />ABSTAIN: None. <br /> <br />Mr. James then made a motion to amend the pick-up truck bidding for <br />the Health Department truck to be an 8 cylinder, 4 speed transmission <br />with air conditioning and Mr. Brown seconded the motion. On roll call <br />the following vote was recorded: <br /> <br />AYE: Brown and James. <br /> <br />NAY: Cavazos, Kreczmer, Mendez and Norris. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. <br /> <br />Mr. James introduced for consideration an Ordinance on second reading, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />~RCOS, TEXAS, ANNEXING TO SAID CITY A CONTIGUOUS <br />TRACT OF LAND CONTAINING 53.93 ACRES, LOCATED WITH- <br />IN THE EXTRATERRITORIAL JURISDICTION OF SAID CITY <br /> <br /> <br />
