<br /> <br />regu I ar meet i ng, december 13, 1965 <br /> <br />page four <br /> <br />Alderman Froh opened discussion of a Master Plan for <br />the City, saying: "After thinking about it a great <br />deal, I feel it is a 'must' that the City should <br />adopt a Master Plan in the near future... I have been <br />an advocate of a bond issue for the City, but at this <br />po i nt, I wou I d not advocate a bond issue unt i I ,"e kno,,' <br />how we are going to spend the money." The Mayor said <br />that the work Mr. Hale was engaged to do was for im- <br />provements urgently needed at once; that waiting for a <br />Master Plan might have delayed the work two years. <br />Alderman Damon said he had tried to get the people of <br />San Marcos to seek qualified guidance for development <br />as long ago as 1950, but he did not think there should <br />be a delay now in doing work that constitutes an emer- <br />gency. The Mayor said he was not opposed to a Com- <br />prehensive Plan for the City. J.B. Roberts, Chairman <br />of the Planning & Zoning Commission, offered his opin- <br />ion and the benefit of his experience in comments on <br />City Planning. Alderman Froh expressed the opinion <br />that the City should wait until the Urban Renewal Agency <br />had hired a planner, and then explore the idea of hiring <br />the same firm to do a Master Plan for the City. The <br />Mayor stated the Counc i I shou I d wa i t unt i I the new City <br />Manager comes before taking any action on the matter. <br />Alderman Pool moved that the Counci I repeal the ordinance <br />creating the Planning & Zoning Commission, and authorize <br />the Acting City Manager to write an ordinance creating a <br />Planning Commission, and an ordinance creating a Zoning <br />Commission - two separate ordinances. Alderman Damon <br />seconded the motion. Alderman Froh said there was a dir- <br />ect association between the two functions, and he felt <br />they should be combined in one body. Alderman Tuttle <br />agreed. The Mayor suggested the motion be tabled for <br />further study. Alderman Froh approved his suggestion. <br />Mr. Roberts recommended for study a pamphlet on city <br />planning that Mr. Fuller had given members of the Plan- <br />ning & Zoning Commission when they took office. <br />After further discussion, the question being called for, <br />the following vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Pool <br />Froh, Tuttle <br /> <br />The Mayor, being required to cast a vote to break the tie, <br />said he would vote "Nay", because he felt the matter needed <br />more study. His vote defeated the motion. <br /> <br />Alderman Damon moved that the Counci I give serious study <br />to the advisabi lity of having separate commissions for <br />planning and zoning.
