The City Secretary read aloud <br />Section 2, CHANGES AND AMENDMENTS, of the Zoning <br />Ordinance, in order to clarify the Planning and Zoning <br />Commission's position in referring the matter to th~ <br />Council. <br /> <br />Col. Clinton W. Ball, spokesman for the petitioners, <br />talked at great length on the reasons he had opposed <br />the change, say i ng, in part, that the ne i ghborhood <br />was getting too crowded, and if an apartment house <br />were bui It on the Patton property, there would be <br />"more people, more cars, more kids, more dogs... we're <br />afraid of being smothered, I ike a bunch of gophers..." <br /> <br />I <br /> <br />Jack Major was recognized by the Mayor. He said Mr. <br />Patton had talked to him months before about wishing to <br />bui Id a duplex on the .site if his home. When Mrs. Wi 1_ <br />son spoke to him about her lot, he ~ontacted Mr. Patton <br />and suggested that he put in his request for a zone change <br />at the same time. <br /> <br />Alderman Tuttle moved that the zoning remain unchanged, <br />"single-fami Iy, R". Alderman Froh seconded the motion. <br />The matter was discussed further. The question being <br />called{ for, the fol lowing vote was recorded: <br /> <br />AYE: Froh, Tuttle, Whittenberg <br />NAY: <br />ABSTAIN: Damon, Pool <br /> <br />I <br /> <br />The Mayor declared the motion carried, and the zoning <br />change denied, in according with Section 2, Changes <br />and Amendments, of the Zoning Ordinance. <br /> <br />A discussion of the problem of fair and just zoning in <br />a growing city was held fol lowing the vote. David Dai ley, <br />recognized by the Mayor, expressed the opinion that the <br />Zoning Ordinance should provide for a "duplex area", as <br />distinguished from the present "multi-fami Iy". The City <br />Manager suggested the Counci I authorize him to prepare <br />an amendment to provide for "du~lex zoning". By common <br />consent, the Counci f approved the suggestion. <br /> <br />The Mayor declared the Public Hearing closed at 6:40 p.m. <br />and the Counci I turned to other matters of business. <br /> <br />The City Manager submitted for approval of the Counci I <br />the proposed contract to bc offered to Joe Gafford as <br />Fixed Base Operator at the new Municipal Airport. He <br />stated it had been composed from five types of contract <br />given the City by the Federal Aviation Agency, and had <br />been approved by the City Attorney. I t was read a loud <br />by Mr. Wolff, section by section. Alderman Whitten- <br />berg suggested that the I i ab i Ii ty insurance be i ncreas- <br />ed to $100,000. Mr. Whittenberg moved that the contract <br />prov'ide that Mr. Gafford carry $100,000 liability insur- <br />ance for the Airport.
