<br />The Mayor cal led th~ meeting to order at 7:00 p.m. Members of
<br />the Counci I signed Consent to Meeting for. Apri I 4, 6 &' 12,1966.

<br />Mr. Serur introduced Isom H. Hale, the City's engineer for
<br />Survey and Planning of Sewer and Water faci lities, Streets and
<br />Bridges. Mr. Hale distributed copies of his report, contained
<br />in two volumes, and asked that a five-minute period be allowed
<br />for Counci Imen to look over the sections o~ the report. He
<br />introduced four associates who had worked in different areas of
<br />the survey and planning, and who would assist him in the present-
<br />ation of the reports: A.E. Richardson, Water Faci lities;
<br />Howard Bengston, Research; I.M. Dixon, Sewerage Faci lities;
<br />David Gi II, Sewage Collection. Mr. Hale said he would present
<br />the section on Streets &' Bridges. After Counci Imen had examined
<br />the Report, Dr. Pool complimented Mr. Hale on the History Section.
<br />Using maps, Mr. Hale gave a general introduction, with plans pro=
<br />jected to 1975 and 1990. He stated the plans should be reviewed
<br />every five years to see if the projections were correct. Mr. Hale
<br />explained that the plans did not cover the total needs of the City,
<br />since some improvements would be made under the regular schedule
<br />of the City's operating budget; rather, the~ represented what im-
<br />provements were needed and feasible from a fiscal standpoint.
<br />He estimated the present population of San Marcos at 15,600;
<br />the projected population for 1975 at 30,000; and for 1990, 62,000.
<br />He emphasized that all estimates were conservative, and stated:
<br />"Every fact we uncovered was an encouraging factor; even with a
<br />conservative approach, San Marcos is past the 'country town' stage
<br />and on 'Go!' " Questions were invited after Mr. Hale's introduct-
<br />ion, and fol lowing presentation of reports by each associate. The
